Job Overview:
The Finance Officer position is integral to the Finance Division, specifically within the Global Financial Management Unit (GFMU). The officer will lead a team that provides financial advice and support to Decentralized Offices, ensuring compliance with internal policies and UN financial guidelines. The role involves overseeing accounts receivable and ensuring that financial services are delivered in accordance with International Public Sector Accounting Standards (IPSAS). The Finance Officer will be responsible for planning and executing financial services, contributing to financial reporting, and developing operational frameworks that enhance financial management practices within the organization. This position requires a proactive approach to problem-solving and the ability to foster effective working relationships with various stakeholders, including banks, donors, and UN financial executives.

Duties and Responsibilities:
The Finance Officer will have a comprehensive set of responsibilities, including leading and participating in Finance Division teams, providing financial expertise on organization-wide committees, and supervising staff. The officer will oversee the delivery of financial reporting, general accounting, project accounting, and investment activities in line with FAO policies. Key duties include developing and updating operational and policy frameworks, analyzing financial information for statutory and management reports, and responding to requests for financial assistance from headquarters and Decentralized Offices. The officer will also manage the GFMU and Accounts Receivable units, advise senior management on sensitive tasks, and communicate with Member Nations as authorized by senior management. Additionally, the Finance Officer will promote best practices and capacity development through training initiatives.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in accounting, finance, business administration, or a related field, along with seven years of relevant experience in finance, accounting, or business analysis. Alternatively, a first-level university degree in the same fields combined with nine years of relevant experience and a professional qualification in accountancy (such as CA, CPA, or ACCA) or the investment profession (CFA) is acceptable. Candidates should demonstrate a strong understanding of financial management principles and practices, as well as the ability to navigate complex financial environments.

Educational Background:
The educational background required for this position includes an advanced university degree in accounting, finance, business administration, or a related field. Candidates with a first-level university degree must also have completed a professional qualification in accountancy or finance. This educational foundation is essential for understanding the complexities of financial management and ensuring compliance with international standards.

Experience:
The position requires a minimum of seven years of relevant experience in finance, accounting, or business analysis for those with an advanced degree. For candidates with a first-level degree, a minimum of nine years of relevant experience is necessary. Experience in managing accounting functions, budget management, and financial reporting is crucial, as is familiarity with IPSAS and financial statement preparation. Additionally, work experience in diverse locations or areas, particularly in field positions, is desirable.

Languages:
Candidates must have a working knowledge of English (proficiency - level C) and intermediate knowledge of another FAO official language (Arabic, Chinese, French, Russian, or Spanish) at an intermediate proficiency level (level B). This linguistic capability is essential for effective communication within the organization and with external stakeholders.
