Job Overview: The Consultant will play a crucial role in the development of Version 1.0 of the Peacebuilding Data Platform by providing expert advice and recommendations. This position involves conducting desk-based research and stakeholder interviews to inform the design and functionality of the platform. The Consultant will be responsible for reviewing the existing Peacebuilding Priorities framework, assessing its alignment with other peacebuilding typologies, and making recommendations for its use in the platform. Additionally, the Consultant will identify and recommend contextual indicators that illustrate the peace and security" style="border-bottom: 1px dotted #007bff !important;">security context in various countries, ensuring that the platform effectively meets the needs of its users. The Consultant will also develop a methodology for creating Impact Statements that summarize qualitative evidence products, which will aid in programmatic decision-making and policy analysis. The deliverables include a report summarizing research findings, a list of contextual indicators, and a methodology document for Impact Statements, all of which will be presented to PBPSO senior management.
Duties and Responsibilities:
Review and assess the Peacebuilding Priorities framework, conducting research to ensure its alignment with other peacebuilding categorizations.
Consult with internal and external stakeholders to evaluate the framework's acceptance and identify potential challenges.
Produce a report outlining research findings and recommendations regarding the Peacebuilding Priorities framework.
Review an existing list of contextual indicators and identify additional indicators that provide a comprehensive overview of peacebuilding contexts.
Conduct stakeholder consultations to determine suitable data sources for the platform, considering political sensitivities.
Recommend a final list of contextual indicators to be featured on the platform.
Develop recommendations for the parameters of Impact Statements, linking them to the analytical framework and definitions of impact.
Collaborate with the Impact Hub team to validate recommended parameters.
Produce a methodology and workflow for creating Impact Statements. 1
Create up to 10 sample Impact Statements to guide future work.
Required Qualifications: The position requires an advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is advantageous. Candidates must have a minimum of fifteen years of established expertise in peacebuilding, conflict resolution, diplomacy, or related areas, along with proven publications or recognition as an expert in these fields. A strong track record in developing new programs or strategies and extensive experience engaging with diverse stakeholders is essential. Knowledge of the UN Peacebuilding Architecture and experience managing politically sensitive topics is required. Candidates should also demonstrate an understanding of methodologies for measuring results and impact in peacebuilding and have experience translating complex findings into accessible communications materials. Experience with innovative initiatives, data, or digital platforms is preferred.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as political science, international relations, international economics, law, or public administration. A first-level university degree may be accepted if combined with qualifying experience. Additional qualifications in data analytics or related fields are considered advantageous.
Experience: The position requires a minimum of fifteen years of established expertise in peacebuilding, conflict resolution, or diplomacy. Candidates should have a proven track record in developing new programs or strategies and extensive experience in stakeholder engagement. Languages: Fluency in one of the working languages of the UN Secretariat, either English or French, is required, with proficiency in both oral and written communication. Knowledge of the other language is desirable, and familiarity with another UN official language is considered an advantage.
