Job Overview:
The National Consultant will play a crucial role in supporting the Ministry for Development of Communities and Territories of Ukraine and other state institutions in conducting gender audits. This position involves developing a comprehensive methodology for the gender audit, which includes creating survey questionnaires, interview guides, and organizing validation sessions with working groups. The consultant will facilitate training sessions, conduct desk reviews of existing documents, and analyze data collected through surveys and interviews. The ultimate goal is to draft a detailed gender audit report that outlines best practices, areas for improvement, and actionable recommendations for enhancing gender equality within the institutions involved. The consultant will work closely with UN Women and will report to the Programme Management Specialist, ensuring that the gender audit aligns with national commitments to gender equality and the Women, Peace and Security Agenda.

Duties and Responsibilities:
The consultant's duties will include:
  • Developing a gender audit methodology, including desk review materials, survey questionnaires, and interview guides.
  • Supporting the organization of validation sessions with gender audit working groups.
  • Participating in expert discussions and technical meetings related to the gender audit.
  • Conducting desk reviews of organizational and regulatory documents relevant to the gender audit.
  • Facilitating online surveys and key informant interviews.
  • Analyzing primary data collected through various methods.
  • Drafting the gender audit report, incorporating feedback from working groups.
  • Organizing presentations of key findings and recommendations.
  • Assisting in the development of action plans to address identified gender equality issues. 1
  • Providing ongoing support to implement gender audit recommendations, including policy development and training.

Required Qualifications:
Candidates must possess an advanced (Master’s) degree or equivalent in fields such as public administration, law, social science, international relations, human rights, or gender studies. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. The consultant should have at least two years of relevant work experience in human rights, gender equality, governance, or related fields. Proven experience in conducting gender assessments and providing advisory support to government institutions is essential. Familiarity with gender-sensitive data and national and international commitments to gender equality is also required.

Educational Background:
The educational background required for this position includes an advanced degree (Master’s) in relevant fields such as public administration, law, social science, international relations, human rights, or gender studies. A first-level university degree may be accepted if accompanied by additional qualifying experience, demonstrating the candidate's capability to fulfill the role effectively.

Experience:
The position requires a minimum of two years of relevant work experience following the attainment of a Master’s degree. This experience should be in areas related to human rights, gender equality, governance, or public administration. Candidates should have a proven track record in planning and conducting gender assessments and analyses, as well as providing technical support to government institutions on gender equality issues. Experience in coordinating meetings and consultations with government authorities is also necessary.

Languages:
Fluency in Ukrainian is mandatory, and a working level of English is required. Proficiency in additional languages may be considered an asset, enhancing the consultant's ability to engage with diverse stakeholders and resources.

Additional Notes:
This consultancy is home-based, with occasional visits to the Ministry and UN Women offices as needed. The assignment does not anticipate travel, but if necessary, travel arrangements will be made according to UN Women’s regulations. The consultant is expected to use their own computer and complete mandatory UN Women training.
