Job Overview: The Deputy CountryDirector for Support Services plays a crucial role in the operational management of the organization within the mission. Reporting directly to the Country Director, this position is responsible for overseeing all Support Services functions, including Human Resources (HR), Logistics, and Finance. The Deputy Country Director is expected to provide coaching and guidance to Support Services Managers, ensuring that all processes are developed, improved, and implemented effectively. This role also involves participating in the establishment of strategic orientations for the program, particularly in response to the ongoing humanitarian crisis in Gaza. The Deputy Country Director will be instrumental in ensuring compliance with financial, logistics, and HR processes, while also coordinating the action plan for Support Services to align with the overall country strategy. The position requires a proactive approach to identifying challenges and opportunities within the support services framework, particularly in emergency contexts.
Duties and Responsibilities:
Provide strategic oversight and functional guidance to Support Services Managers, ensuring the implementation of the Shared Services strategy in alignment with the Country Strategy and emergency readiness priorities.
Offer technical guidance, coaching, and capacity strengthening to HR, Logistics, and Finance Managers to enhance their leadership and decision-making capabilities.
Supervise and verify compliance of financial, logistics, and HR processes with HI policies, donor regulations, and national legal frameworks.
Strengthen risk visibility and oversee the effectiveness of internal control systems and risk mitigation measures across support services.
Ensure robust coordination with project teams during budget creation, monitoring, and reporting to donors.
Lead the development and implementation of the shared services action plan in accordance with the Country strategy plan of action.
Conduct regular analysis of mission structure costs and coherence with overall strategy to inform proposal development and improve financial management.
Monitor the effective and timely implementation of support needed for each project and flag any unforeseen challenges to the coordination team.
Strengthen governance clarity, accountability, and internal decision-making processes across support services. 1
Represent the organization in meetings and events as delegated by the Country Director.
Required Qualifications: Candidates must possess a minimum of 3 years of humanitarian experience in a senior management or coordination role at the country level, preferably across various contexts and countries. Proven management and coordination skills in finance, HR, and logistics are essential. The ability to translate analysis and evaluation into operational planning and strategy is required. Excellent verbal and written communication skills in English are mandatory, along with strong diplomacy and negotiation abilities. The contract includes social coverage adapted to the context of the mission, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. Repatriation insurance is provided by HI. The salary for this position starts at 2986€ gross per month, depending on experience, with an additional perdiem of 642€ net per month while in the field. Employees are entitled to 25 days of paid leave per year, and rest and recuperation (R&R) is provided according to the level of the mission. Housing is collective and covered by HI.
