Job Overview: The consultancy aims to provide technical support to WHO in overseeing and coordinating activities related to the procurement, donation, and installation of medical equipment in health facilities across Syria. The consultant will develop a comprehensive engagement and resource plan to ensure sustained donor support for medical equipment and health system strengthening initiatives. Given the ongoing crisis in Syria, which has severely impacted the national health system, the consultant will be instrumental in restoring and sustaining the delivery of quality health services by ensuring that medical equipment interventions are efficiently planned and implemented in compliance with international standards and donor requirements.
Duties and Responsibilities: The consultant will be responsible for several key deliverables: 1) Develop technical specification documents for medical equipment in collaboration with the Ministry of Health (MOH) and procurement unit. 2) Review and evaluate technical compliance of submitted offers, ensuring alignment with approved specifications and WHO regulations. 3) Provide on-site technical support for the installation and commissioning of medical equipment. 4) Verify received medical equipment against purchase orders and confirm installation completion for payment processing. 5) Follow up with suppliers regarding after-sale services and conduct evaluations as per WHO rules. 6) Collaborate with MOH to develop a procurement strategy and support training programs for MOH medical engineers and technicians in equipment maintenance and management.
Required Qualifications: Candidates must possess a Bachelor’s degree in Electronic, Electrical, Mechanical, or Medical Engineering. They should have strong knowledge of medical equipment types, specifications, installation procedures, and maintenance standards. Experience in reviewing technical proposals and procurement documentation is essential, along with the ability to ensure compliance with international standards and donor regulations. Candidates should also demonstrate proficiency in quality assurance, troubleshooting, and lifecycle management of medical equipment in healthcare settings. Advanced computer literacy in applications such as Word and Excel is required.
Educational Background: A Bachelor’s degree in a relevant engineering field is mandatory for this position. This educational background provides the foundational knowledge necessary for understanding the technical specifications and operational requirements of medical equipment.
Experience: A minimum of 2 years of experience in medical equipment procurement, installation, and commissioning is required. Experience working with WHO or other UN organizations, international institutions, or NGOs is considered an asset, as it demonstrates familiarity with the operational standards and expectations of international health initiatives.
Languages: Excellent knowledge of English is mandatory, along with proficiency in the local language. This bilingual capability is crucial for effective communication with local stakeholders and for understanding the specific needs of the health facilities in Syria.

The consultant will be required to travel within Syria as part of their duties. A medical certificate of fitness for work will be required from the selected consultant.
