  • The organization collaborates with governmental institutions and women's rights organizations to enhance capacities for gender-responsive governance and to implement the Women, Peace and Security Agenda, among other initiatives.

Job Overview:
The National Gender Equality Consultant will provide expert and technical support to the Government Commissioner for Gender Equality Policy (GCGEP) in Ukraine. This role involves ensuring the implementation of strategic gender equality policy documents, including the Operational Plan for the State Strategy on Ensuring Equal Rights and Opportunities for Women and Men (2025–2027) and the National Action Plan on UNSCR 1325 until 203
  • The consultant will be responsible for providing technical advice, organizing and coordinating a gender audit at the Secretariat of the Cabinet of Ministers of Ukraine, and ensuring compliance with gender equality principles in legislative processes. The consultant will also monitor the implementation of state gender equality policies and prepare analytical materials, briefs, and reports to support advocacy efforts. This position requires collaboration with various stakeholders to advance gender equality commitments in Ukraine.

Duties and Responsibilities:
  • Provide expert support in implementing tasks defined in strategic gender equality policy documents, including the Operational Plan for the State Strategy on Ensuring Equal Rights and Opportunities for Women and Men (2025–2027) and the National Action Plan on UNSCR 1325 until 203
  • Offer technical advice and coordinate the gender audit at the Secretariat of the Cabinet of Ministers of Ukraine to ensure compliance with the Law of Ukraine on Equal Rights and Opportunities for Women and Men.
  • Serve as Secretary of the Working Group conducting the gender audit.
  • Provide expert advice on draft normative legal acts developed by ministries to ensure compliance with gender equality principles and EU Gender Equality Acquis.
  • Monitor the implementation of state gender equality policies and prepare analytical materials, briefs, presentations, and speeches.
  • Support other tasks assigned by the GCGEP in coordination with UN Women related to policy advice and advocacy for gender equality.

Required Qualifications:
  • Advanced (Master’s) degree or equivalent in public administration, law, economics, social science, international relations, human rights, gender studies, or related fields.
  • A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • At least 2 years of relevant work experience in human rights, gender equality, governance, public administration, or related fields.
  • Proven experience in planning and conducting gender assessments, gender analyses, and gender-responsive evaluations.
  • Experience providing advisory or technical support to government institutions on gender equality issues.
  • Familiarity with human rights, gender equality, and women’s empowerment commitments in Ukraine.

Educational Background:
Candidates must possess an advanced (Master’s) degree or equivalent in relevant fields such as public administration, law, economics, social science, international relations, human rights, or gender studies. A first-level university degree may be accepted if accompanied by additional qualifying experience.

Experience:
Candidates should have a minimum of 2 years of relevant work experience after obtaining their Master’s degree. This experience should be in areas related to human rights, gender equality, governance, public administration, or similar fields. Proven experience in conducting gender assessments and providing technical support to government institutions is essential.

Languages:
Fluency in Ukrainian is mandatory, and a working level of English is required. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This is a home-based consultancy position with occasional visits to UN Women or the Secretariat of the Cabinet of Ministers of Ukraine as needed. The consultant is expected to work using their own computer and complete mandatory UN Women trainings. Travel is not anticipated, but if necessary, arrangements will be made according to UN Women’s regulations.
