Job Overview:
The Human Resources Associate position is situated within the Bureau of Administration and Services (ADB) of ICAO, which is responsible for the efficient and effective administrative management of the organization. The role primarily involves providing comprehensive operational and administrative support to the Talent and Organizational Development function. This includes supporting employee engagement initiatives, career development programs, and the administration of recognition and award programs. The Human Resources Associate will work under the supervision of the Human Resources Specialist and will be expected to contribute to the overall strategic objectives of ICAO by ensuring effective implementation of HR initiatives that foster talent mobility, employee engagement, and organizational effectiveness. The position requires a proactive approach to managing various HR-related tasks and collaborating with multiple stakeholders across the organization.

Duties and Responsibilities:
  • Provide operational support for employee engagement initiatives and surveys, including logistics for workshops and events, preparing minutes, and liaising with HR specialists.
  • Support the implementation and administration of award and recognition programs, maintaining tracking of nominations and coordinating with the Award Committee.
  • Assist in the administrative support for career development and talent mobility programs, including maintaining tools for tracking internal career opportunities and organizing career development events.
  • Provide HR administrative support in compliance with ICAO rules, processing vendor entries and purchase requisitions, and maintaining financial tracking tools.
  • Coordinate activities related to workforce insights, surveys, and HR reporting, ensuring accurate documentation and timely submission of reports.
  • Perform other related duties as assigned, demonstrating flexibility and adaptability in a dynamic work environment.

Required Qualifications:
Essential qualifications include a high school diploma or equivalent, with a minimum of six years of progressively responsible experience in human resources management or a related administrative field, preferably within an international organization or large public sector. Candidates should have experience in supporting HR programs such as employee engagement and talent mobility, and in coordinating activities across multiple stakeholders. Desirable qualifications include a Diploma of College Studies (DEC) or equivalent, along with additional training in human resources or related fields, and experience using HR information systems.

Educational Background:
Candidates must possess at least a high school diploma or equivalent. A Diploma of College Studies (DEC) or equivalent is desirable, along with additional training or certification in human resources, business administration, public administration, organizational psychology, or a related field.

Experience:
The position requires a minimum of six years of progressively responsible experience in human resources management or a related administrative field. This experience should ideally be within an international organization, government, or large public sector organization, with a focus on supporting HR programs and initiatives.

Languages:
Fluent reading, writing, and speaking abilities in English are essential. A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is considered desirable.

Additional Notes:
This is a locally-recruited position restricted to Canadian citizens, permanent residents of Canada, and applicants with a work permit. The position is fixed-term for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants.   • The net base salary for this position is CAD 55,741 per annum.
