Job Overview:
The Human Resources Branch (HR) within the Bureau of Administration and Services at ICAO is dedicated to supporting the organization's People First strategy. This role is pivotal in enhancing workforce planning, employee engagement, and recognition initiatives. The incumbent will work closely with the Human Resources Specialist to contribute to strategic workforce planning and ensure the continuity of key organizational development initiatives. The position emphasizes the importance of HR analytics, engagement, recognition, and workforce planning, aiming to foster a high-performance culture within ICAO. The successful candidate will be responsible for analyzing workforce data, preparing reports, and supporting various HR initiatives that align with ICAO's core values of integrity, professionalism, and respect for diversity.

Duties and Responsibilities:
  • Workforce Planning and Organizational Alignment: Support workforce planning exercises through data collection and analysis, prepare planning tools and reports, and document options for organizational realignment initiatives. Draft workforce reports highlighting trends and risks, and prepare annual and triennial reports for Council and Assembly meetings.
  • Employee Engagement & Experience: Provide data for global staff engagement surveys, coordinate survey rollouts, and monitor implementation of actions derived from survey results. Administer employee award programs and prepare reports on engagement trends.
  • Data Governance, People Analytics and Insights: Ensure accuracy and integrity of HR information, develop HR dashboards and analytics products, and analyze internal customer feedback to improve HR service delivery.
  • Capacity Building and Continuous Improvement: Deliver training and guidance to HR colleagues on data usage, streamline workforce data collection and reporting, and monitor compliance with reporting requirements.
  • Perform other related duties as assigned.

Required Qualifications:
Essential qualifications include a high school diploma or equivalent, with a minimum of seven years of progressive experience in human resources or a related field within an international organization or large public/private sector. Proven experience in HR analytics and workforce data reporting is required. Desirable qualifications include a university degree in Human Resources Management, Business Administration, Organizational Psychology, Data Analytics, or Statistics, along with hands-on experience in workforce planning and organizational design.

Educational Background:
The essential educational requirement for this position is a high school diploma or equivalent. However, a university degree in a relevant field such as Human Resources Management, Business Administration, Organizational Psychology, Data Analytics, or Statistics is highly desirable and preferred for candidates seeking to enhance their qualifications for this role.

Experience:
Candidates must possess a minimum of seven years of progressive experience in human resources or a related field, ideally within an international organization or a large public/private sector entity. Experience in HR analytics, workforce data reporting, and conducting research on HR issues is essential. Desirable experience includes workforce planning, survey design, and leading cross-functional projects.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and beneficial for candidates.

Additional Notes:
This position is locally recruited and restricted to Canadian citizens, permanent residents of Canada, and applicants with a valid work permit. The role is fixed-term for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants, adhering to the Standards of Conduct for the International Civil Service. The position offers a competitive salary of CAD 60,906 per annum at the G-7 level, along with an attractive benefits package in accordance with the policies of the International Civil Service Commission.
