Job Overview: The consultant will be responsible for conducting a comprehensive desk study to evaluate the recovery, recycling, and reclamation (RRR) projects funded by the Multilateral Fund under the Hydrochlorofluorocarbon Phase-out Management Plans (HPMPs). This evaluation aims to assess the effectiveness of the established infrastructure in Article 5 countries for recovering and recycling controlled substances and its contribution to reducing their consumption. The consultant will work under the supervision of the Senior Evaluation Officer (SEO) and will be expected to deliver a detailed report that includes key findings, lessons learned, and actionable recommendations. The consultant will also prepare an inception paper outlining the methodological design for the evaluation, synthesize and analyze relevant data, and present findings to the SEO and relevant stakeholders.
Duties and Responsibilities: The consultant's duties will include:
Collecting, reviewing, and analyzing relevant project and policy documentation submitted to the Executive Committee, as well as internal documents provided by the Secretariat staff and evaluation unit.
Preparing an inception paper that outlines the methodological design to address the main issues covered by the terms of reference (TOR) and the evaluation questions identified in the relevant UNEP document.
Synthesizing and assessing the collected data to develop an advanced draft of the desk study based on the provided documentation and the agreed inception paper.
Consolidating supportive data, figures, tables, infographics, questionnaires, and data collection tools in annexes to the draft desk study.
Presenting findings and discussing the advanced draft with the SEO and relevant Secretariat staff as needed.
Preparing the final draft of the desk study, integrating comments received from the SEO, Secretariat staff, and stakeholders, and ensuring that the core analysis is supported by factual evidence and relevant findings.
Addressing the evaluation questions included in the relevant document, ensuring a thorough and comprehensive evaluation process.
Required Qualifications: Candidates must possess strong analytical skills, experience in conducting evaluations, and familiarity with environmental policies and frameworks, particularly those related to the Montreal Protocol. The consultant should have a proven track record of delivering high-quality reports and be able to work independently while adhering to deadlines. Strong communication skills are essential for presenting findings and engaging with stakeholders effectively.
Educational Background: A master's degree in environmental science, public policy, international relations, or a related field is required. A PhD in a relevant discipline would be an asset. Candidates should have a strong understanding of environmental issues, particularly those related to ozone layer protection and climate change.
Experience: The position requires at least 5 years of relevant experience in evaluation, research, or consultancy within the environmental sector. Experience working with international organizations, particularly in the context of the Montreal Protocol or similar environmental agreements, is highly desirable. Candidates should demonstrate experience in data analysis, report writing, and stakeholder engagement.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of additional languages, particularly French or Spanish, would be considered an asset, as it would facilitate communication with a broader range of stakeholders involved in the evaluation process.
Additional Notes: The consultancy is expected to last for approximately 2.5 months, with the possibility of remote work. The consultant will be required to adhere to an established calendar and milestones for deliverables. This position is not open for applications as it has already been filled.
