Job Overview:
The STRengthening Infectious disease DEtection Systems (STRIDES) Activity in Vietnam is seeking two Laboratory and Diagnostic Officers to provide essential technical support and guidance to staff and partners in Vietnam. The role involves drafting technical portions of proposals and project designs based on the direction set by technical leadership. The officers will implement and monitor technical strengthening initiatives, develop training strategies, and conduct training or adoption activities for laboratory and diagnostics. They will also create and contribute to laboratory and diagnostics-related materials that align with the needs of activity implementation in Vietnam. This position is crucial for enhancing the laboratory and diagnostic systems in the country, ensuring that they meet international quality standards and effectively address public health challenges.

Duties and Responsibilities:
The Laboratory and Diagnostic Officers will have a variety of responsibilities including: providing technical support and guidance in laboratory and diagnostic system strengthening; developing and disseminating tools, materials, reports, and interventions for projects; conducting research on evolving issues in laboratory and diagnostics; ensuring quality control and quality assurance; participating in client meetings and preparing Requests for Proposals; supporting project design implementation by working closely with assigned teams; monitoring and maintaining protocols, instruments, data sets, manuals, and training materials; preparing quarterly and annual reports; writing and editing technical reports; gathering necessary information and data for documentation; assisting with technical troubleshooting and data analysis; and ensuring proper documentation of services rendered to clients.

Required Qualifications:
Candidates must possess proficiency with database management software and online search tools. They should have experience in developing scopes of work and deliverables for partners and consultants. A sensitivity to cultural diversity and an understanding of the political, contextual, and ethical issues in laboratory and diagnostic systems are essential. Candidates must be articulate, professional, and able to communicate clearly with clients and staff. Excellent oral and written communication skills, organizational and analytical skills, and proficiency in Microsoft Office Suite are required. The ability to analyze and interpret data, identify errors, and prepare reports is also necessary, along with problem-solving skills and the ability to implement corrective actions as needed. Fluency in English is mandatory.

Educational Background:
A Bachelor's Degree or its international equivalent in Health, Human Development, Microbiology, Clinical Diagnostics, or a related field is required for this position. This educational background is essential for understanding the complexities of laboratory and diagnostic systems and for effectively contributing to the organization's mission.

Experience:
Typically, candidates should have at least 2+ years of relevant experience managing data collection and providing technical assistance. Proven knowledge and experience in the diagnosis of infectious diseases, as well as experience in strengthening laboratories to meet international quality standards, are critical. Prior work experience in a non-governmental organization (NGO), government agency, or private company is also preferred, as it provides valuable insights into the operational and regulatory frameworks within which the organization operates.

Languages:
Fluency in English is mandatory for this position, as it is essential for communication with clients and staff, as well as for the preparation of technical documents and reports. Additional language skills may be beneficial but are not specified as mandatory.

The position may require travel of approximately 10% to 25%.
