Job Overview:
The Senior Health Information Systems (HIS) Officer is responsible for leading the implementation of health information systems technical work as part of the STRengthening Infectious disease DEtection Systems (STRIDES) Activity in Vietnam. This role involves strengthening surveillance and health data systems through collaboration with national and sub-national global health security" style="border-bottom: 1px dotted #007bff !important;">security actors. The officer will focus on digitalizing surveillance data, enhancing interoperability and data sharing, improving health data analytics and visualization, and geospatial mapping. The officer will also work closely with the Monitoring, Evaluation, and Learning (MEL) Officer to generate health analytics that support STRIDES MEL reporting. The position requires ensuring that HIS activities align with project workplans, reporting requirements, and industry best practices, while also supporting project planning, reporting, and implementation.

Duties and Responsibilities:
The Senior HIS Officer will provide overall technical direction and guidance in health information systems, support capacity building for staff and partners, and monitor project protocols and data sets. The officer will collaborate with government counterparts to design and implement health informatics platforms, support data integration of digital solutions, and develop technical briefs and reports. Responsibilities also include conducting analyses of project implementation, mentoring team members, and networking with internal and external personnel. The officer will prepare reports summarizing project results, ensure project activities align with work plans, and assist in the development of client reports and presentations. Quality assurance is also a key responsibility, ensuring compliance with client and regulatory requirements.

Required Qualifications:
Candidates must possess in-depth knowledge of health informatics concepts and practices, as well as familiarity with health informatics systems in Vietnam. Proficiency in database management software and online search tools is required, along with excellent organizational and analytical skills. The ability to communicate effectively and work collaboratively with diverse teams is essential. Candidates should demonstrate problem-solving skills and the ability to influence others. A strong understanding of quality standards and project management skills is also necessary.

Educational Background:
A Master’s Degree or its international equivalent in health information technology, health informatics, or related health fields is required. A Project Management (PM) Certification is preferred, indicating a strong foundation in managing projects effectively.

Experience:
Typically, candidates should have at least 6 years of relevant experience managing data collection and providing technical assistance. Documented experience in leading health information system activities in Vietnam is essential, along with proficiency in health information systems best practices. Experience in a non-governmental organization (NGO), government agency, or private organization is preferred, as well as international or domestic program development or management experience.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak clearly. Additional language skills may be beneficial but are not specified as mandatory.

This position may require travel of 10% to 25%. The job is based in a typical office environment, with the ability to spend long hours on a computer and perform repetitive tasks.
