Job Overview:
The WEE Programme Analyst is responsible for leading a project team to ensure the smooth implementation of activities outlined in the Project Document, aligning them with the needs of beneficiaries and the priorities set in UN Women's 2026-2030 Strategic Plan. This role requires a deep understanding of gender equality and women's empowerment issues in Uzbekistan, combined with project management expertise to translate UN Women's strategic objectives into effective development initiatives and tangible results. The Programme Analyst will develop and maintain partnerships with key government counterparts, UN agencies, civil society organizations (CSOs), and both bilateral and non-traditional donors. These collaborations are essential for promoting inter-agency partnerships, supporting UN reform efforts, and mobilizing resources to advance gender equality and women's empowerment in Uzbekistan. Reporting to the Country Programme Manager, the Programme Analyst provides support for the effective management of UN Women programmes in the Uzbekistan Office by contributing to programme design, formulation, implementation, and evaluation. The role involves analyzing results achieved during implementation and supporting the appropriate application of systems and procedures, working closely with the programme and operations team, UN Women HQ staff, government officials, multi and bi-lateral donors, and civil society to ensure successful programme implementation.

Duties and Responsibilities:
  • Contribute technically to the development of programme strategies in the area of Women’s Economic Empowerment by providing technical inputs to the design and formulation of programme/project proposals and initiatives.
  • Provide technical support to the implementation and management of the women’s economic empowerment programme, including inputs to the annual workplan and budget, coordinating and monitoring programme activities, organizing technical review committees, and training partners on Results Based Management.
  • Provide technical assistance and capacity development support to project/programme partners, overseeing the implementation of programme activities and identifying opportunities for capacity building.
  • Monitor progress on programme activities, results, and indicators, providing inputs to quarterly and donor reports.
  • Monitor budget implementation and programme expenditures, performing budget revisions as required and overseeing the work of Programme Associates and Assistants.
  • Contribute to building partnerships and resource mobilization strategies, analyzing and maintaining information and databases, and providing inputs to relevant documentation.
  • Provide technical inputs to inter-agency coordination on women’s economic empowerment to achieve coherence and alignment of UN Women programmes with other partners in Uzbekistan.
  • Provide inputs to advocacy, knowledge building, and communication efforts, coordinating and supporting advocacy activities, trainings, workshops, and knowledge products.
  • Perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Required Qualifications:
The position requires a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® would be an added advantage. Candidates should possess strong technical skills in programme formulation, implementation, monitoring, and evaluation, as well as knowledge of Results Based Management and the ability to gather and interpret data effectively.

Educational Background:
Candidates must have a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an asset.

Experience:
At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience in gender equality and women’s economic empowerment is desirable, as is experience coordinating and liaising with government agencies and/or donors.

Languages:
Fluency in English and Uzbek is required. Knowledge of Russian is desirable, which would enhance communication and collaboration with a broader range of stakeholders in the region.

Additional Notes:
The position is full-time and involves leading a small team of 2-3 personnel, including a programme assistant and a national UN Volunteer, as well as overseeing 3-5 affiliate personnel (consultants). The Programme Analyst will work closely with the operations team of the Regional Office, Programme Specialists, technical advisors, experts, international partners, and civil society organizations to ensure effective implementation of the UN Women WEE programme in Uzbekistan.
