Job Overview:
The Sanctions Board Member position is critical within the World Bank Group's Sanctions System, which aims to protect the funds entrusted to the organization through administrative sanctions. The Sanctions Board serves as an independent tribunal that reviews contested cases of Sanctionable Practices related to WBG-financed projects. Members of the Sanctions Board are expected to maintain independence and impartiality while making determinations on procedural and evidentiary matters, as well as liability issues. The role involves reviewing appeals from entities or individuals and may include holding oral hearings. The Sanctions Board also reviews compliance determinations and issues fully-reasoned decisions that are made publicly available. Members are expected to contribute their expertise in legal and ethical matters to uphold the integrity of the WBG's operations.

Duties and Responsibilities:
  • Review and adjudicate appeals submitted by Respondents regarding contested sanctions cases.
  • Conduct full de novo reviews of cases, including the possibility of holding oral hearings.
  • Make determinations on procedural and evidentiary matters, as well as the ultimate issue of liability.
  • Issue one of five types of sanctions, including debarment from WBG financing.
  • Review determinations of non-compliance with conditions for release by the WBG Integrity Compliance Officer.
  • Assess requests for reconsideration of final decisions based on new material evidence.
  • Collaborate with the professional Secretariat managed by the Executive Secretary to assist in case reviews and decision issuance.
  • Liaise with relevant stakeholders within the WBG and the global development community.
  • Uphold the Code of Conduct for Members of the Sanctions Board throughout the term of service.

Required Qualifications:
Candidates must possess first-rate ethical and professional qualities, including unimpeachable probity and familiarity with procurement matters, law, dispute resolution mechanisms, and operations of development institutions. Candidates must not currently hold any appointment to the World Bank, IFC, or MIGA. A minimum of 20 years of related professional experience is required, including experience in dispute resolution, anti-corruption, international procurement, and auditing. A minimum of 10 years of the candidate’s professional experience must be at an international level. Direct experience with operations and systems within other international development institutions is highly desirable. Strong experience with private sector cross-border lending and equity investments is also essential.

Educational Background:
The minimum educational requirement for this position is a Master’s degree in law, corporate compliance, international procurement, auditing, forensic accounting, or an equivalent advanced degree in a related field. This educational background is crucial for understanding the complexities of the legal and ethical issues that may arise in the context of the Sanctions Board's work.

Experience:
Candidates are expected to have a minimum of 20 years of professional experience in relevant fields, with at least 10 years at an international level. This experience should encompass dispute resolution, anti-corruption, international procurement, and auditing, ensuring that candidates are well-equipped to handle the complexities of the Sanctions Board's responsibilities.

Languages:
The mandatory language for this position is English. Proficiency in additional languages may be considered an asset but is not explicitly required for the role.

Additional Notes:
The appointment to the Sanctions Board is for a single term of up to six years, non-renewable. Members are expected to serve on an as-needed basis, typically working approximately 10 days per year depending on the workload. The appointment will commence in November 2026, and candidates will undergo a conflict-of-interest check and background check prior to appointment.
