Job Overview:
The Programme Analyst position at UN Women is crucial for the effective delivery of the Women, Peace and Security (WPS) Humanitarian Mine Action program. The incumbent will report to the Programme Specialist for Humanitarian Mine Action and will play a key role in providing technical support to implementing partners, coordinating with women's rights organizations, and mobilizing diverse women to participate in mine action programs. The role involves monitoring and reporting on field activities, ensuring compliance with international and national standards, and contributing to the overall strategic objectives of the UN Women Country Office in Ukraine. The Programme Analyst will also work closely with the Monitoring and Evaluation team to ensure that data collection and reporting align with the strategic goals of the organization, thereby enhancing the impact of the WPS agenda in the context of humanitarian mine action.

Duties and Responsibilities:
The Programme Analyst will be responsible for several key functions, including:
  • Contributing technically to the development of program strategies in WPS Humanitarian Mine Action by providing substantive inputs to program/project proposals and identifying areas for support and intervention.
  • Implementing and managing the WPS Humanitarian Mine Action program, including leading the development of annual work plans and budgets, coordinating calls for proposals, and monitoring the submission of financial and narrative reports from implementing partners.
  • Providing technical assistance and capacity development to project/program partners, maintaining relationships with national partners, and facilitating training and support as needed.
  • Monitoring progress of program implementation using results-based management tools, drafting reports on program results, and providing inputs for donor and UN Women reports.
  • Building partnerships and resource mobilization strategies by preparing relevant documentation and participating in donor meetings.
  • Supporting inter-agency coordination on Humanitarian Mine Action to ensure coherence and alignment with other partners.
  • Developing advocacy materials and coordinating knowledge management efforts related to WPS Humanitarian Mine Action.
  • Performing other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is advantageous, particularly in International Mine Action Standards (IMAS) EOD Level 3 or equivalent qualifications recognized under Ukrainian legislation. Candidates must demonstrate comprehensive technical knowledge in Humanitarian Mine Action, good program formulation and evaluation skills, and the ability to gather and interpret data effectively.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be considered. Certifications in project/program management, particularly those related to mine action standards, are highly desirable.

Experience:
At least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience specifically in Humanitarian Mine Action, particularly in Explosive Ordnance Disposal, is essential. Candidates should also have experience in community mobilization and liaising with government agencies or donors, as well as proficiency in using office software and web-based management systems.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance a candidate's application.
