Job Overview: The Technical Advisor for Surveillance position is integral to the EpiC Ukraine GHS programming, which aims to enhance the national capacity to prepare for and respond to infectious disease outbreaks and pandemic threats. The role focuses on improving antimicrobial resistance detection and surveillance at various levels to minimize the transmission of high-threat pathogens. The Surveillance Advisor will support the development and implementation of national guidelines and protocols, enhance workforce capacity through training and mentoring, and ensure alignment with Global Health Security Agenda priorities and international standards. This position requires collaboration with various stakeholders, including public health institutions, healthcare facilities, and NGOs, to design and evaluate surveillance system strengthening activities that facilitate early detection and rapid response to public health emergencies, particularly concerning zoonotic and epidemic-prone diseases.
Duties and Responsibilities: The Technical Advisor for Surveillance will be responsible for a wide range of duties, including collaborating with national and subnational public health institutions and healthcare facilities to design and implement surveillance system strengthening activities. The advisor will serve as the in-country focal point for surveillance-related components of the EpiC GHS portfolio, leading the planning, implementation, monitoring, and evaluation of outbreak-focused surveillance activities. They will provide technical support to enhance surveillance readiness, identify operational bottlenecks, and develop practical solutions for timely reporting of health threats. The advisor will also support the review and adaptation of existing surveillance tools, assist in data analysis, and produce actionable surveillance bulletins. Additionally, they will represent the EpiC project in national technical working groups, contribute to project reports, and support the integration of surveillance efforts with risk communication and emergency response functions.
Required Qualifications: Candidates must possess a Master’s Degree in Epidemiology, Public Health, or a related field, or a Bachelor’s degree with equivalent work experience in disease surveillance. A minimum of 12 years of national and international experience in epidemiological principles and methods is required, along with demonstrated experience in outbreak investigation and control. Familiarity with the Global Health Security Agenda and WHO’s International Health Regulations is preferred. Candidates should have experience with Electronic Surveillance Systems and proficiency in data management software, as well as knowledge of Ukraine’s public health data systems and interoperability standards. Proven skills in mentoring, leadership, and networking are essential, along with excellent report writing and communication skills.
Educational Background: The educational background required for this position includes a Master’s Degree in Epidemiology, Public Health, or a similar degree in Social Sciences. Alternatively, a Bachelor’s degree with equivalent work experience in disease surveillance in Ukraine is acceptable. This educational foundation is crucial for understanding the complexities of public health systems and the application of epidemiological methods in real-world scenarios.
Experience: The position requires a minimum of 12 years of relevant experience, including both national and international contexts. Candidates should have extensive experience in the design, implementation, and management of surveillance systems, as well as epidemiological analysis and research. Experience in outbreak investigation and control, along with familiarity with strategies deployed under the Global Health Security Agenda, is highly desirable. Previous work with USG or PEPFAR-supported programs and in an international NGO environment is also preferred.
Languages: Professional proficiency in written and spoken Ukrainian is mandatory for this position. Additionally, fluency in English is required, as the role involves communication with international partners and stakeholders. Knowledge of other languages may be considered an asset but is not mandatory.
