Job Overview:
The position of District Heating Expert is part of the Green Energy Recovery Programme, which aims to enhance the institutional capacity of the Parliamentary Committee on Energy and Utilities in Ukraine. The expert will be responsible for preparing and overseeing legislation related to the restoration and development of the district heating sector in Ukraine. This role is crucial in supporting initiatives aimed at decarbonization and increasing energy efficiency within the district heating sector. The expert will also work on improving the conditions for private investments in the sector to ensure a reliable, sustainable, and affordable district heating supply. The assignment is home-based in Ukraine and is expected to last up to 12 months, during which the expert will collaborate closely with various stakeholders to achieve the program's objectives.

Duties and Responsibilities:
The District Heating Expert will have a comprehensive set of responsibilities, including but not limited to:
  • Assessing the current state of the district heating sector in Ukraine and identifying key areas for improvement.
  • Developing and proposing legislative frameworks that support the restoration and development of the district heating sector.
  • Collaborating with the Parliamentary Committee on Energy and Utilities to ensure effective oversight of the legislation.
  • Supporting initiatives aimed at decarbonization and enhancing energy efficiency in district heating systems.
  • Engaging with private sector stakeholders to promote investments in the district heating sector.
  • Conducting research and analysis to inform policy recommendations and legislative proposals.
  • Preparing reports and presentations to communicate findings and recommendations to stakeholders.
  • Facilitating workshops and meetings to gather input and feedback from relevant parties.
  • Monitoring and evaluating the implementation of proposed legislation and initiatives.

Required Qualifications:
Candidates for the District Heating Expert position must possess a strong set of qualifications, including:
  • Advanced degree in energy policy, environmental science, engineering, or a related field.
  • Extensive knowledge of district heating systems and energy efficiency practices.
  • Proven experience in legislative development and policy analysis related to energy and utilities.
  • Strong understanding of the energy sector in Ukraine, including regulatory frameworks and market dynamics.
  • Excellent analytical and problem-solving skills, with the ability to synthesize complex information.
  • Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.

Educational Background:
The educational background required for this position includes a minimum of a master's degree in a relevant field such as energy policy, environmental science, engineering, or public policy. A Ph.D. or equivalent advanced degree is preferred, particularly for candidates with a focus on energy systems or legislative processes.

Experience:
The ideal candidate should have at least 5-7 years of professional experience in the energy sector, specifically related to district heating systems and energy efficiency. Experience working with governmental bodies, international organizations, or NGOs in a similar capacity is highly desirable. Familiarity with the legislative process in Ukraine and experience in policy advocacy will be considered an asset.

Languages:
Fluency in Ukrainian and English is mandatory for this position. Proficiency in additional languages, particularly Russian, would be considered a valuable asset, as it may facilitate communication with a broader range of stakeholders in the region.

Additional Notes:
This position is offered as a contract for a duration of up to 12 months, with the possibility of extension based on project needs and performance. The role is classified as an individual contractor position, and candidates may be recruited nationally or internationally. Compensation will be commensurate with experience and qualifications, and additional benefits may be provided as per UNDP policies.
