The organization has a significant presence in Upper Nile, with offices in Renk and Malakal, and a rapid emergency team based in Juba.

Job Overview:
The FSL Coordinator is responsible for leading and coordinating the technical aspects of Solidarités International’s Food Security and Livelihoods (FSL) portfolio in South Sudan. This role involves direct implementation and support for projects executed by partners, ensuring that all FSL interventions are appropriate, evidence-based, inclusive, and sustainable. The FSL Coordinator plays a crucial role in designing and developing FSL programming that aligns with international humanitarian standards, donor regulations, and the specific needs of the affected population. The position requires building the capacity of national teams and ensuring effective coordination with external actors, including government agencies, UN agencies, and FSL Cluster members. The FSL Coordinator must navigate a fragile context characterized by insecurity, frequent access constraints, seasonal flooding, and poor infrastructure, which complicates the delivery of humanitarian assistance. The role also involves balancing emergency response with resilience-building and development-oriented programming, while addressing the challenges posed by climate change and population mobility.

Duties and Responsibilities:
The FSL Coordinator's duties include reviewing and developing existing and new technical Bills of Quantities (BoQs) for FSL activities, focusing on agriculture and fishery. The coordinator will set up the FSL department by recruiting and training FSL staff, ensuring that technical capacity meets standards while identifying gaps. The role involves initiating activity implementation in Upper Nile across three different locations and establishing consistent communication and remote monitoring channels for field teams or partners. Conducting market assessments for procurement and engagement of program items and activities, such as agricultural kits and fishery kits, is also a key responsibility. The FSL Coordinator will review Cash Standard Operating Procedures (SOPs) to identify quick improvements and enhance program quality. Additionally, the coordinator must ensure that all interventions are aligned with humanitarian standards and adapted to the complex context of South Sudan, while also addressing sustainability and community ownership issues.

Required Qualifications:
Candidates must possess a university degree in Agriculture, Natural Resources Management, International Development, Humanitarian Affairs, Rural Development, Climate Change Adaptation, Resilience, Public Health, or a related field. A strong understanding of food security frameworks, including the Integrated Food Security Phase Classification (IPC), seasonal calendars, and livelihood zoning is essential. The candidate should demonstrate the capacity to adapt programming across emergency, early recovery, and resilience phases, as well as possess strategic thinking and adaptability skills. Coordination and interagency collaboration experience, along with project management skills, including proposal development, report drafting, and budget oversight, are also required. A high level of technical expertise is crucial for ensuring the quality, relevance, and innovation of FSL interventions.

Educational Background:
A university degree in a relevant field such as Agriculture, Natural Resources Management, International Development, Humanitarian Affairs, Rural Development, Climate Change Adaptation, or Public Health is required. The educational background should provide a solid foundation for understanding the complexities of food security and livelihoods in humanitarian contexts.

Experience:
Candidates should have experience in the design, implementation, and oversight of integrated FSL interventions, including agriculture, livestock, cash, and market support. Experience in capacity building with partners and local authorities, as well as familiarity with the challenges of working in fragile and insecure contexts, is highly desirable. The role requires a proven track record of managing projects in humanitarian settings, particularly in areas affected by conflict and natural disasters.

Languages:
Fluency in English is mandatory, with strong communication and presentation skills essential for effectively conveying technical concepts and representing SI in coordination forums. The ability to facilitate knowledge sharing with partners and field teams is also important. While English is the primary language required, knowledge of local languages may be considered an asset.

Additional Notes:
This position is a salaried role with compensation starting from EUR 2860 gross per month, which includes a base salary of EUR 2600 and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 700 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The contract is for a short-term duration of 6 months, with a desired start date as soon as possible. During the assignment, a system of alternating work and time off is implemented, allowing for 7 working days off every three months, along with a USD 850 break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Juba include shared accommodation with other international staff, while field visits may involve more basic living conditions.
