Job Overview:
The position of International Consultant (Team Leader) involves providing overall technical and managerial leadership for the evaluation of the project 'Advancing Access to Comprehensive Sexual and Reproductive Health and Rights of Adolescent Girls and Women in Nigeria.' This project aims to address the persistent challenges faced by women and adolescent girls in Nigeria regarding sexual and reproductive health and rights (SRHR). The consultant will be responsible for leading the evaluation design, ensuring methodological rigor, and coordinating with a National Consultant and other team members. The role requires a deep understanding of SRHR issues, evaluation methodologies, and the ability to synthesize complex data into actionable insights. The consultant will also ensure that the evaluation aligns with UNFPA's policies and standards, particularly regarding gender equality and human rights. The position is remote, with no in-country travel anticipated, and is expected to be conducted over 30 working days between February and June 2026.

Duties and Responsibilities:
The International Consultant will have a comprehensive set of responsibilities, including leading the evaluation design and methodological choices, coordinating data collection efforts, analyzing and synthesizing data, and drafting evaluation reports. Specific duties include conducting a desk review of project documentation and national policies, refining the Theory of Change, finalizing evaluation questions and indicators, providing technical guidance during data collection, leading the analysis of qualitative and quantitative data, and ensuring compliance with UNFPA Evaluation Quality Assessment standards. The consultant will also be responsible for drafting and finalizing the evaluation report, preparing presentations, and incorporating feedback from UNFPA and the Evaluation Reference Group. The consultant will interface with the National Consultant, who will lead in-country fieldwork, while the International Consultant supervises remotely.

Required Qualifications:
The position requires a Master's degree in public health, social sciences, demography, population studies, statistics, development studies, or a related field. Additionally, candidates must have a minimum of 10 years of experience in conducting or managing evaluations in international development, with extensive experience leading evaluations for UN organizations or international NGOs. Candidates should possess substantive knowledge of sexual and reproductive health and rights, including adolescent sexual and reproductive health, maternal health, and family planning. Strong analytical skills, the ability to synthesize large volumes of data, and excellent interpersonal and communication skills are essential. Candidates must demonstrate a commitment to ethical evaluation practices and the integration of gender perspectives throughout the evaluation process.

Educational Background:
Candidates must hold a Master's degree in a relevant field such as public health, social sciences, demography, population studies, statistics, or development studies. This educational background is crucial for understanding the complexities of sexual and reproductive health issues and for effectively leading evaluations in this domain.

Experience:
The position requires a minimum of 10 years of professional experience in conducting or managing evaluations, particularly in the field of international development. Candidates should have extensive experience leading complex evaluations commissioned by UN organizations or other international organizations and NGOs. Experience in the specific areas of sexual and reproductive health and rights, as well as familiarity with theory-based evaluation approaches, is highly desirable.

Languages:
Fluency in written and spoken English is mandatory for this position. Knowledge of Hausa and/or other Nigerian languages is considered an advantage, as it may facilitate communication and understanding of local contexts during the evaluation process.

The consultancy is full-time and non-rotational, with a duration of 30 working days scheduled between February and June 202
  • The consultant will work remotely, while the National Consultant will conduct fieldwork in Nigeria. The evaluation will focus on three project states: Gombe, Kaduna, and Akwa Ibom. Payments will be made upon satisfactory completion of deliverables, with specific percentages allocated to the approval of the Design Report, Draft Final Report, and Final Report. The consultant must adhere to UNFPA's ethical standards, including confidentiality and zero tolerance for sexual exploitation and abuse.
