Job Overview: The Government Finance Division (STAGO) of the IMF’s Statistics Department (STA) is seeking to fill a contractual vacancy for a Specialized Economist/Senior Economist. This position is integral to STA's mission of providing global leadership on macroeconomic and financial statistics. The successful candidate will be expected to contribute significantly to the development and update of international statistical standards and methodologies in the fiscal area. This role involves managing and implementing capacity development activities, including technical assistance missions and training programs, as well as developing and managing a statistical data program. The position also requires collaboration with area departments and international agencies to support surveillance and data initiatives, and to pursue research and data collection projects that align with the department's objectives. The candidate will play a key role in showcasing STA fiscal databases and utilizing them for evidence-based policy making, thereby enhancing the Fund's surveillance and lending activities.
Duties and Responsibilities: The duties and responsibilities of the Specialized Economist/Senior Economist include:
Developing and updating international statistical standards and methodologies in the fiscal area.
Managing and implementing capacity development activities, including technical assistance missions and training sessions.
Developing, implementing, and managing a statistical data program that supports the Fund's objectives.
Supporting area departments in surveillance and data-related activities.
Collaborating with international agencies to enhance the quality of fiscal data.
Pursuing research, data collection, and other projects that further the department's objectives.
Showcasing STA fiscal databases and utilizing them for evidence-based policy making.
Engaging with national and international authorities to develop relationships and facilitate the exchange of information.
Required Qualifications: The position requires a strong educational background, typically acquired through considerable graduate work in Economics, Finance, Statistics, or a related field, or an advanced university degree in these areas, along with a minimum of four years of relevant professional experience. Additionally, a PhD in macroeconomics, monetary economics, financial economics, public finance, international trade, econometrics, or a related field is preferred. Candidates must have knowledge of government finance and public sector debt statistical methodologies, along with proven experience in applying these methodologies in practice. Strong written and oral communication skills, as well as interpersonal, negotiation, and influencing skills, are essential for developing relationships with staff at various levels in national and international authorities.
Educational Background: Candidates must possess an advanced university degree in Economics, Finance, Statistics, or a related field. A PhD in a relevant area is preferred, indicating a high level of expertise and understanding of complex economic concepts and methodologies. Educational development should be supplemented by relevant work experience, typically acquired through graduate studies and professional roles in the field.
Experience: The position requires a minimum of four years of relevant professional experience in the fields of economics, finance, or statistics. Candidates should have proven experience in providing technical assistance in fiscal statistics, particularly in government finance and public sector debt areas. Experience in managing capacity development activities and collaborating with international organizations is highly desirable, as is a track record of engaging with stakeholders at various levels.
Languages: Excellent proficiency in English is mandatory for this position. Additionally, proficiency in French, Spanish, and/or Arabic is highly desirable, as it will facilitate communication and collaboration with a diverse range of stakeholders and enhance the candidate's ability to engage in international contexts.
Additional Notes: This is a one-year contractual appointment, with the possibility of renewal for up to four years of cumulative contractual service, depending on performance, budget availability, and ongoing business needs.
