Job Overview:
The Finance Manager (FM) plays a crucial role in the financial management of the Horn and East Africa Regional Office (HEARO) and the ACF USA country offices. Duties and Responsibilities:

Under accountancy, the FM is responsible for ensuring that all expenses align with the activities implemented at HEARO and are within allocated financial resources. This includes timely and transparent monthly financial reporting to the ACF Head Quarter (HQ), ensuring compliance with donor rules, and managing the financial documentation process. In terms of budget management, the FM provides inputs during budget formulation, compiles monthly budget follow-ups, and participates in budget review exercises. The FM also oversees treasury management, which involves cash flow management, bank account oversight, and payroll processing. The FM is also responsible for country finance oversight, ensuring timely production of accounting reports from country offices, and providing technical guidance and capacity building to finance staff. Required Qualifications:
The position requires a Bachelor’s degree in accounting, finance, economics, or related fields, along with CPA or ACCA qualifications. Candidates must have more than 5 years of experience in finance or accounting, particularly with international donor-funded organizations. Preference will be given to those with experience working with Action Against Hunger. The FM must possess strong financial acumen, including expertise in preparing financial statements, supporting audits, forecasting, financial reporting, risk management, and strategic planning. Proficiency in Excel, PowerPoint, and financial management/accounting systems such as Sylogist (Microsoft Dynamics) is essential. Excellent verbal and written communication skills are necessary to present complex data to both financial and non-financial stakeholders.
