Job Overview: The Information Management Officer will serve as the data focal point for the area office, playing a crucial role in coordinating data and information management among various stakeholders, including program teams, implementing partners, and the Monitoring, Evaluation, and Learning (MEL) team. This position is essential for supporting the Core Competency (CC) Project Managers and Coordinators in data collection, analysis, storage, and reporting. The officer will be responsible for ensuring that data management processes are efficient and effective, contributing to the overall success of the organization's programs in South Sudan. The role requires a proactive approach to data management, with a focus on maintaining high standards of data quality and accessibility.
Duties and Responsibilities: The Information Management Officer will undertake a variety of responsibilities, including but not limited to: supporting the formulation of the Indicator Performance Tracking (IPT) and addressing reporting requirements; providing technical guidance on data capture processes; supervising data capture to ensure compliance with plans and standards; analyzing information to meet reporting needs; managing data entry into the GORS system; maintaining project files and databases; training NRC and partner staff on data management; and liaising with other units on shared responsibilities. Specific tasks include developing and administering a CC information management system, maintaining tools for online information services, conducting data sanity checks, calculating beneficiary metrics, and collaborating with the MEL team to update monitoring tools.
Required Qualifications: Candidates must possess a minimum of 2 years of experience in an international NGO, preferably in Monitoring and Evaluation (M&E), data management, or Information Management Systems (IMS). A Bachelor’s Degree in computer science, social studies, development studies, or a higher diploma in Economics or Monitoring and Evaluation is required, along with 2-3 years of active professional experience in data management, ideally in emergency or post-conflict settings. Candidates should have thorough experience in developing databases and beneficiary-tracking tools, as well as demonstrated abilities in electronic data collection, data cleaning, and analysis. Proficiency in Microsoft Office and data analysis tools is essential, along with experience in qualitative and quantitative data collection and analysis.
Educational Background: The educational background required for this position includes a Bachelor’s Degree in a relevant field such as computer science, social studies, development studies, or a higher diploma in Economics or Monitoring and Evaluation. This educational foundation should be complemented by practical experience in data management, particularly in contexts related to humanitarian assistance or development work.
Experience: The position requires candidates to have at least 2 years of relevant experience in an international NGO, with a strong preference for those who have worked in Monitoring and Evaluation, data management, or Information Management Systems. Experience in emergency or post-conflict settings is highly valued, as it demonstrates the ability to adapt to challenging environments and manage data effectively under pressure.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Proficiency in additional languages relevant to the South Sudan context may be considered an advantage, enhancing communication with diverse stakeholders and beneficiaries.
Additional Notes: This is a full-time fixed-term national contract with a duration of 10 months. The position is based in Aweil, South Sudan, and may require regular travel to other field offices, including Alek and Wau. The role is classified at Grade 5 Step 1, and the successful candidate will be expected to adhere to NRC's core values and performance management standards.
