Job Overview: The Cash & Market Systems Officer position is crucial for implementing strategic, technical, and operational leadership for all Cash and Voucher Assistance (CVA) interventions across Core Competencies (CCs) in the Area Programme of Northern Bhare El Ghazal State (NBGS). The role is designed to ensure high-quality, accountable, and harmonized delivery of Multi-Purpose Cash Assistance (MPCA) and sectoral cash, while also strengthening systems and coordination with both internal and external partners. The postholder will act as the focal point for C&MS technical guidance in the Area office, ensuring that all CVA interventions align with NRC strategies, donor regulations, and humanitarian standards. This position requires frequent field travel to remote and high-risk locations, emphasizing the need for adaptability and resilience in challenging environments.
Duties and Responsibilities: The Cash & Market Systems Officer will have a wide range of responsibilities, including but not limited to: supporting the design, budgeting, implementation, and quality assurance of all CVA interventions; ensuring compliance with internal financial, logistical, and procurement procedures; contributing to assessments, market analysis, and feasibility studies; facilitating the roll-out of CVA tools, SOPs, guidelines, and monitoring systems; building the capacity of program staff and CVA focal points; coordinating with the Cash Working Group (CWG) and relevant clusters; ensuring accountability to affected populations; and producing quality reports and documentation of lessons learned. Specific responsibilities include leading MPCA design, facilitating market analysis, managing cash transfer mechanisms, conducting risk analysis, developing MEAL frameworks, representing NRC in various meetings, and engaging with financial service providers to improve delivery and negotiate terms.
Required Qualifications: Candidates must possess a Bachelor’s degree in economics, Development Studies, Social Sciences, Business Administration, or a related field. Strong technical expertise in CVA, MPCA, and market-based programming is essential, with professional training in Cash and Voucher Assistance or Market Systems being an asset. A minimum of 4-5 years of experience in CVA programming within humanitarian or development contexts is required, along with demonstrated experience in MPCA design and implementation. Candidates should have experience working in fragile or conflict-affected settings, preferably in South Sudan, and a proven track record of leading assessments and capacity building. Excellent analytical skills, strong coordination and communication abilities, and competence in project cycle management and donor compliance are also necessary.
Educational Background: The educational background required for this position includes a Bachelor’s degree in a relevant field such as economics, Development Studies, Social Sciences, or Business Administration. Languages: Fluency in English, both written and verbal, is mandatory for this position. Additionally, fluency in the local language is highly desirable, as it facilitates engagement with local stakeholders and enhances communication within the community. Proficiency in local languages will enable the officer to effectively interact with beneficiaries and other market actors, ensuring that the cash programming is culturally appropriate and responsive to local needs.
Additional Notes: The contract duration for this position is 12 months, with the possibility of extension based on performance and funding availability. The role is classified at Grade 5, indicating a mid-level position within the organization. The Cash & Market Systems Officer will be expected to work full-time and may require frequent travel to various locations within Northern Bhare El Ghazal State, including remote and high-risk areas.
