Job Overview:
The Chief of Operations (CoOps) will play a pivotal role in leading the implementation of HI’s Mine Action operational strategy in Ukraine, particularly in the Kharkiv Oblast, with the potential for expansion into other areas as funding allows. Reporting to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and collaborating with the Chief of Operations and the Armed Violence Reduction Land Release Specialist from HQ, the CoOps will be responsible for planning and coordinating activities with Technical Field Managers and other technical officers within the Ukraine program. This position requires a proactive approach to securing additional mine action funding and ensuring compliance with safety and operational standards. The CoOps will also assist in the accreditation process for clearance operations, which is expected to commence in August 202
  • This role is crucial in addressing the humanitarian needs arising from the ongoing conflict in Ukraine and ensuring that vulnerable populations receive the necessary support and protection.

Duties and Responsibilities:
  • Oversee EO-related safety and awareness aspects across the Ukraine Program, supporting field activities and providing direct advice on security" style="border-bottom: 1px dotted #007bff !important;">security matters.
  • Contribute to the development of the AVR and Land Release strategy, assessing needs and monitoring implementation.
  • Provide technical support to Land Release components of AVR projects, developing guidelines and ensuring integration with other activities.
  • Develop future NTS and clearance capacities, including recruitment and training plans.
  • Ensure external coordination and compliance with relevant stakeholders and authorities.
  • Work to secure additional mine action funding through networking and proposal development.

Required Qualifications:
Candidates must possess relevant and certified EOD and IEDD qualifications, specifically an IMAS Level 3+ qualification from an accredited institution. They should have experience in planning, managing, and supervising survey and clearance operations, particularly in NGO and humanitarian settings. A thorough understanding of international mine action standards is essential, along with demonstrated strategic thinking capabilities in the humanitarian mine action sector. Candidates should also have experience engaging with high-level institutional stakeholders and must be proficient in professional English. Ethical values and a constructively critical mindset are also required.

Educational Background:
A relevant educational background in fields related to humanitarian aid, mine action, or a similar discipline is necessary. Specific certifications in Explosive Ordnance Disposal (EOD) and related areas are mandatory to fulfill the organizational needs of HI.

Experience:
Candidates should have substantial experience in the humanitarian sector, particularly in mine action operations. This includes a proven track record in planning and managing demining activities, as well as experience in engaging with various stakeholders in complex environments. Experience in NGOs and humanitarian settings is highly valued, and candidates should demonstrate their ability to navigate the challenges associated with such roles.

Languages:
Proficiency in professional English is mandatory for this position. Knowledge of additional languages relevant to the operational context in Ukraine would be considered an asset, enhancing communication with local partners and stakeholders.

The position offers a 12-month international contract starting from May 1st, 202
  • The contract includes social coverage tailored to the individual's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. Repatriation insurance is provided by HI. The salary will be based on the candidate's experience, in accordance with HI's salary scales. Additional benefits include a monthly per diem of 587 € net, a hardship allowance of 500 euros/month, 25 paid leave days per year, and 5 days of rest and recuperation every 8 weeks.
