Job Overview: The National Consultant will play a crucial role in supporting the costing of the National Action Plan (NAP) on Women Peace and Security (WPS) in Ethiopia. This position involves collaboration with an international consultant and various stakeholders, including the Ministry of Women and Social Affairs and the National Technical Committee on NAP on WPS. The consultant will be responsible for ensuring that the NAP log frame aligns with the costing framework, preparing templates for the workshop, analyzing government budgeting, facilitating a three-day costing exercise, and developing a roadmap for the next steps, including a fundraising strategy. The consultant will also be tasked with preparing and conducting workshops with donors and providing technical support for the validation meeting of the NAP costing. This role is essential for ensuring that the NAP is properly costed and financed, which is critical for its successful implementation and for promoting gender equality in peace and security efforts in Ethiopia.
Duties and Responsibilities:
Ensure alignment of the NAP log frame with the costing framework.
Prepare a template filled with outcomes, outputs, and activities from the NAP log frame before the workshop.
Analyze and generate knowledge information on government budgeting and its possible alignment with the draft Ethiopia NAP on WPS.
Facilitate a three-day costing exercise with the National Technical Committee on NAP on WPS and Costing drafting teams for the Ethiopia NAP, culminating in a costed NAP.
Prepare and conduct a one-day workshop with donors on NAP Costing and Budgeting.
Develop a roadmap for the next steps, including a plan for presenting the NAP budget and seeking approval, as well as a fundraising strategy contextualized for the Ethiopian situation.
Develop quantitative and qualitative tools and templates to create the Costing Matrix for data collection to be used by parties responsible for the implementation of the Ethiopia NAP.
Participate and provide technical support during the validation meeting for the Ethiopia NAP Costing.
Finalize the costing of the NAP on WPS in Ethiopia. 1
Deliver a tentative outline for the workshop for the technical committee and donors, an aligned NAP log frame with the costing framework, and a workshop report. 1
Follow up with the technical/steering committee and provide a meeting report.
Required Qualifications:
Master’s degree or equivalent in Economics, Business Administration, Gender/Women's Studies, Peace and Security Studies, Social Sciences, Sociology, or related fields is required. A PhD will be considered an added value.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At least 7 years of experience working on Women, Peace and Security, gender, peace, security, and conflict, or other relevant fields.
Prior experience in costing and budgeting NAPs is essential, with samples of previous work required.
Strong understanding of the WPS situation in Ethiopia demonstrated through prior engagement in similar activities.
Technical expertise and strong understanding of the Ethiopian Government financial system.
Experience in facilitating interactive workshops, especially on costing and budgeting.
Experience in working in a diverse team is an asset.
Creativity, strong organizational ability, capacity to deliver on time, excellent presentation skills, and responsiveness to feedback. 1

A strong understanding of the WPS situation in Ethiopia is essential, as is experience in facilitating workshops, particularly those focused on costing and budgeting. The ideal candidate should also have experience working in diverse teams and possess strong organizational and analytical skills.
Languages: Fluency in English is required for this position. Proficiency in Amharic is also essential, as effective communication in both languages is necessary for the role.
Additional Notes: The national consultant will be hired for a total of 20 days in December 2025, and this is a home-based consultancy. The consultant is expected to conduct a maximum of two trips outside of Addis Ababa to deliver the costing exercise and validation meeting. Preparation and follow-up meetings will be conducted virtually, and UN Women will handle the logistical arrangements for the training and validation workshop. The consultant is expected to work independently regarding office space, equipment, utilities, and other logistics, as UN Women facilities will not be available unless otherwise agreed.
