Job Overview: The Programme Policy Officer - Impact Evaluation position is a short-term contract role focused on conducting an impact evaluation related to a project funded by the Gates Foundation. This role is critical in assessing the effects of Digital Financial Inclusion (DFI) and Nutritional Social Behavioral Change (SBC) interventions on maternal and child health outcomes in Bangladesh. The officer will be responsible for overseeing the day-to-day implementation of the evaluation, coordinating with local partners, and ensuring compliance with study protocols. The position requires a strong understanding of impact evaluation methodologies, as well as the ability to manage relationships with various stakeholders, including government officials and implementing partners. The officer will also be involved in data collection, analysis, and reporting, contributing to the overall success of the evaluation and the generation of evidence that can inform future interventions.
Duties and Responsibilities: The Programme Policy Officer - Impact Evaluation will have a range of responsibilities, including:
Daily coordination between the impact evaluation team and local counterparts, ensuring effective communication and collaboration.
Overseeing the implementation of the DFI and SBC impact evaluation, including compliance with randomization protocols and treatment assignments.
Conducting field visits to study communities to monitor implementation and gather contextual information.
Assisting in the design and revision of quantitative survey instruments and manuals, and training enumerators.
Monitoring data collection activities to ensure quality and adherence to protocols.
Preparing written reports on findings from qualitative investigations and program implementation progress.
Conducting data analysis and contributing to reports, academic papers, and policy briefs.
Maintaining regular communication with the evaluation team and stakeholders regarding activities and concerns.
Required Qualifications: Candidates must possess an Advanced University Degree (Master’s or equivalent) in relevant fields such as Statistics, Economics, Political Science, Sociology, or Public Policy. Additionally, candidates should have training in Econometrics and Statistics. A minimum of 7 years of overall experience is required, with at least 4 years of professional experience in managing impact evaluations or outcome surveys in low- or middle-income countries. Within this experience, at least 3 years must be post-graduation. Candidates should demonstrate strong analytical skills and the ability to work effectively in multicultural environments.
Educational Background: The educational background required for this position includes the completion of an Advanced University Degree (Master’s or equivalent). Preferred fields of study include Statistics, Economics, Political Science, Sociology, Public Policy, or any relevant discipline that provides a strong foundation for conducting impact evaluations. Training in Econometrics and Statistics is also highly desirable, as it equips candidates with the necessary skills to analyze data effectively and contribute to the evaluation process.
Experience: Candidates are expected to have a minimum of 7 years of overall experience, with at least 4 years in a managerial or supervisory role related to managing impact evaluations, outcome surveys, or baseline-endline studies in aid and development interventions. A significant portion of this experience (at least 3 years) should be post-graduation, demonstrating a solid track record in the field of impact evaluation and research management.
Languages: Fluency in both spoken and written English and Bangla is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in these two languages to effectively engage with local stakeholders and report findings.
Additional Notes: This position is a Service Contract with a duration of 12 months, based in Dhaka, Bangladesh. It is specifically open to Bangladeshi Nationals.
