Job Overview: The Field Manager position at NRC is a critical role that provides operational leadership and coordination of NRC’s activities at the field office level. The Field Manager is responsible for ensuring the efficient, secure, and accountable management of programs and support functions within the designated field office. This includes overseeing the operations of the field office, managing staff, coordinating programs, engaging with external stakeholders, and representing NRC in various capacities. The role requires a deep understanding of the local context, particularly in the Afar region, and involves strategic planning and execution of NRC's mission in the area. The Field Manager will also be tasked with ensuring that all operations align with NRC policies and procedures, thereby maintaining the integrity and effectiveness of the organization's efforts in the region.
Duties and Responsibilities:
Line management responsibilities for directly reporting staff, including performance management processes, setting clear goals aligned with country strategy, and supporting staff achievement.
Responsible for workforce planning, recruitment, staff induction, and development, ensuring Duty of Care for all staff.
Provide field-specific analysis and inputs on Area Office strategies.
Lead and maintain effective communication, coordination, and collaboration with key external stakeholders at the field level, including communities, local authorities, and humanitarian actors.
Represent NRC in external stakeholder engagements at the field level, in line with delegation from the Area Manager.
Ensure effective coordination and information flow between program and support teams in the field office and with the Area Office.
Manage field office resources, including budget holder responsibilities for field office budget lines (program and support), procurement, and asset management.
Ensure timely, efficient, and quality implementation of operations at the field level, in accordance with NRC policies and procedures.
Required Qualifications: Candidates must possess a strong understanding of the Afar context, with experience in sectors such as ICLA, WASH, Shelter, Livelihood and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security, and Education. Knowledge of the legal and judicial context of Ethiopia is highly desirable, as is experience working in complex politically humanitarian contexts. Familiarity with the displacement and humanitarian context in Afar, as well as experience working with donors such as EHF, ECHO, NMFA, SIDA, and GFFO, is essential. Advocacy experience and cultural sensitivity are also important qualifications for this role.
Educational Background: A relevant educational background is required, typically including a degree in humanitarian studies, social sciences, international relations, or a related field. Advanced degrees may be preferred, depending on the level of responsibility and complexity of the role.
Experience: Candidates should have substantial experience in humanitarian operations, particularly in a managerial or leadership role within a field office setting. Experience in managing teams, coordinating programs, and engaging with external stakeholders is crucial. A proven track record of working in challenging environments and navigating complex political landscapes is also necessary.
Languages: Fluency in English is mandatory, as all applications and communications must be conducted in English. Knowledge of local languages spoken in the Afar region would be advantageous and is considered a plus for candidates.
Additional Notes: This position is based in Ethiopia North Afar - Semera and is offered on a 12-month contract, with the possibility of renewal subject to funding and performance. The role requires approximately 20% travel to project sites and other locations for coordination purposes. The salary and benefits are based on NRC’s Ethiopia salary scale, specifically at Grade 8, with accompanying terms and conditions.
