The United Nations Development Programme (UNDP) was established on October 21, 1974, through an agreement with the Government of Barbados to assist developing countries in addressing their economic development challenges and promoting social progress. The UNDP Multi-Country Office (MCO) for Barbados and the Eastern Caribbean serves ten countries and territories, including Anguilla, Antigua and Barbuda, Barbados, the British Virgin Islands, Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines. The mission of the UNDP is to create an enabling environment for inclusive and sustainable human development, helping national governments build capacities to meet regional commitments and internationally agreed objectives, including the Sustainable Development Goals (SDGs). UNDP operates in approximately 170 countries, focusing on policy and knowledge advisory services that facilitate poverty reduction, improved governance, economic recovery, climate resilience, disaster risk reduction, social inclusion, and human rights. The MCO has three main clusters: Nature, Climate and Energy; Prevention, Recovery and Resilience; and Poverty and Governance, along with an Accelerator Lab. The MCO hub is located in Barbados, with project offices in Dominica and Antigua and Barbuda, and is currently implementing projects aimed at enhancing water security" style="border-bottom: 1px dotted #007bff !important;">security and resilience in vulnerable communities across the Caribbean, particularly through initiatives like the Strengthening Resilient Water Resource Management (W4R) project and the EU Caribbean Resilient Programme (EU-CA-RES).

Job Overview:
The Project Officer will play a crucial role in supporting the implementation of the W4R project and initiating activities for the EU CARES Project in Grenada. This position requires providing technical and operational support for the effective planning and execution of project activities, ensuring alignment with government priorities and community needs. The Project Officer will assist in partnership and resource mobilization, monitor and evaluate project progress, and facilitate knowledge sharing and capacity building relevant to the projects. The role involves coordinating with project teams and international experts, ensuring effective communication and collaboration with government institutions, and promoting community-driven solutions that enhance resilience to climate change and other external shocks. The Project Officer will also contribute to the development of project-related documents, prepare presentations, and support the recruitment and management of consultants as needed. Overall, the position demands a proactive approach to project management, with a focus on achieving sustainable outcomes for communities in Grenada.

Duties and Responsibilities:
The Project Officer will be responsible for a wide range of duties, including:
  • Providing technical and operational support for the implementation of the W4R project activities, ensuring effective project planning and execution.
  • Supporting partnership and resource mobilization efforts to enhance project sustainability.
  • Monitoring, evaluating, and reporting on project implementation progress, including establishing and tracking indicators, baselines, and targets.
  • Assisting in the preparation of project-related documents and presentations for local, regional, or international forums.
  • Supporting the Project Manager in the conceptualization, development, and implementation of project activities, providing technical and policy guidance as needed.
  • Coordinating procurement processes, including the development of solicitation documents and evaluation of bids.
  • Supporting capacity-building initiatives at national and community levels, including training programs and knowledge management activities.
  • Assisting in the preparation of periodic narrative and financial reports, ensuring compliance with donor and UNDP requirements.
  • Engaging with beneficiaries and stakeholders to facilitate project activities and ensure alignment with community needs. 1
  • Contributing to project closure activities and ensuring the sustainability of project initiatives.

Required Qualifications:
Candidates must possess a minimum of 7 years of relevant work experience with secondary education or 4 years with a Bachelor’s degree in project management, disaster management, procurement, or related fields. Experience in logistics, proposal development, and working with multiple stakeholders is highly desirable. Proficiency in the use of office software packages and web-based management systems is required, along with advanced knowledge of spreadsheet and database applications. Familiarity with disaster assessment tools and experience in the UN common system or international organizations is advantageous. Candidates should demonstrate strong communication skills, both written and verbal, and the ability to manage relationships with diverse stakeholders effectively.

Educational Background:
A secondary education is required, with a Bachelor’s degree in Environmental Management, Natural Resource Management, Disaster Management, Agricultural Technology, Climate Change, Sustainable Development, Gender Studies, or a related field being preferred. Relevant certifications or professional development in project management or related areas will be considered an asset.

Experience:
The position requires a minimum of 7 years of relevant work experience for candidates with secondary education or 4 years for those with a Bachelor’s degree. Experience should include project management, disaster management, and working closely with government and community stakeholders. Familiarity with donor-funded projects and the ability to navigate complex project environments are essential.

Languages:
Fluency in written and spoken English is mandatory for this position. Additional language skills may be considered an asset but are not required.
