Job Overview:
The Programme Analyst plays a crucial role in the Women’s Economic Empowerment and Sustainable Livelihoods (WEE & SL) portfolio, which is dedicated to promoting gender equality through economic development initiatives. This position involves translating strategic goals into actionable programs that address the needs of vulnerable communities. The Analyst will report to the Portfolio Manager and will be responsible for contributing to the design, formulation, and evaluation of programs, ensuring they are responsive to the needs of marginalized women and girls. The role requires close monitoring of implementation results, coordination with various partners, and enhancing systems and procedures to support the delivery of high-quality programs that provide women with access to financial services, markets, digital literacy, skills, and enterprise development. The Programme Analyst is instrumental in ensuring the portfolio’s vision is realized through effective collaboration with government counterparts, donors, civil society, and operational teams.

Duties and Responsibilities:
The Programme Analyst will have a wide range of responsibilities, including: contributing technically to the development of program strategies in Women Economic Empowerment & Humanitarian Action; providing substantive inputs to the design and formulation of program/project proposals; identifying areas for support and intervention related to the program; providing technical support to the implementation and management of the WEE & HA program; leading the implementation of program activities; coordinating the call/request for proposals and organizing technical review committees; reviewing and monitoring the submission of implementing partner financial and narrative reports; training partners on Results Based Management; providing technical assistance and capacity development to project/program partners; monitoring progress of implementation activities and finances; drafting reports on monitoring missions and program results; providing inputs to financial reports and budget implementation; building partnerships and resource mobilization strategies; participating in donor meetings; and providing technical support to inter-agency coordination on WEE & HA.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an added advantage. Candidates should have at least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in Women Economic Empowerment is required, along with experience coordinating and liaising with government agencies and/or donors. Proficiency in using computers and office software packages (MS Word, Excel, etc.) is essential, and experience with web-based management systems is required. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, international development, or a related area. In cases where candidates hold a first-level university degree, they must also have two additional years of qualifying experience to be considered for the role. A project/programme management certification would be beneficial and enhance a candidate's profile.

Experience:
The position requires at least 2 years of progressively responsible work experience in areas such as development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience specifically in Women Economic Empowerment is essential, as is experience in coordinating and liaising with government agencies and/or donors. Candidates should also be proficient in using computers and office software packages, as well as having experience with web-based management systems and modern ERP systems.

Languages:
Fluency in English and Urdu is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance a candidate's qualifications.

Additional Notes:
The position may involve supervising a team of 10, including 3 direct reports and 1 affiliate personnel.
