Job Overview:
The STRengthening Infectious disease DEtection Systems (STRIDES) Activity is a critical initiative that builds upon the U.S. Government’s Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security investments. The program aims to enhance diagnostic networks and surveillance capabilities in partner countries, addressing the urgent need for improved infectious disease detection and response systems. The Program Manager will play a pivotal role in coordinating the project lifecycle, ensuring that all goals are met on time and within budget. This includes overseeing project planning, budgeting, resource allocation, and risk management. The Program Manager will also be responsible for maintaining strong relationships with sub-awardees and ensuring compliance with organizational policies and donor requirements. A significant aspect of this role is to proactively manage risks to ensure the project's success and to incorporate lessons learned into future projects.

Duties and Responsibilities:
The Program Manager will coordinate and ensure the development of projects from initiation to completion based on established project scope, goals, and deliverables. Responsibilities include developing and managing the project workplan, overseeing documentation and reporting, leading stakeholder communication, and ensuring alignment among all parties involved. The Program Manager will also coordinate project team members, provide guidance, and develop best practices for project execution. Risk management is a key responsibility, requiring the identification and prioritization of potential risks, as well as the development of mitigation strategies. Additionally, the Program Manager will oversee project administration, including communication schedules, project completion timelines, and financial management, ensuring compliance with donor agreements and organizational policies. The role also involves personnel management, coaching project staff, and ensuring that all team members are oriented to the organization and project.

Required Qualifications:
Candidates must possess a comprehensive understanding of project management principles and practices, with a strong background in managing complex projects, particularly those funded by the U.S. government. The ideal candidate will have demonstrated project and personnel management skills, with the ability to influence and motivate team members. Strong negotiation and problem-solving skills are essential, along with excellent oral and written communication skills in English. Familiarity with project management software and technologies is also required. Proficiency in additional languages such as Spanish, French, Portuguese, Swahili, Russian, Uzbek, or Arabic is preferred.

Educational Background:
A Bachelor's Degree or its international equivalent in fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, or Youth is required. A Project Management (PM) Certification is preferred, indicating a formal understanding of project management methodologies and practices.

Experience:
Typically, candidates should have a minimum of 8+ years of relevant experience in project management, with at least 2+ years in a line management role. Experience in a non-governmental organization (NGO), government agency, or private organization is essential, particularly in managing U.S. government-funded awards. Familiarity with U.S. government rules and regulations is also required, along with experience in international or domestic program development or project management.

Languages:
Fluency in English is mandatory, with strong oral and written communication skills required. Proficiency in additional languages such as Spanish, French, Portuguese, Swahili, Russian, Uzbek, Arabic, or others is strongly preferred, enhancing the candidate's ability to engage with diverse stakeholders.

This position is open to Thai nationals and is based in Bangkok, Thailand. The role may require travel, estimated at 10% - 25%.
