Job Overview:
The National Individual Consultant for Mapping the Regulatory Framework and Sector Capacity Assessment for Disability Inclusive Service Delivery in Zambia is tasked with conducting a comprehensive analysis of the existing regulatory framework that governs disability-inclusive service delivery. This role is crucial in identifying gaps and opportunities within the current system to enhance service delivery for individuals with disabilities. The consultant will be expected to engage with various stakeholders, including government agencies, civil society organizations, and disability advocacy groups, to gather insights and data that will inform the mapping process. The consultant will also be responsible for assessing the capacity of existing service providers to deliver inclusive services and making recommendations for improvements. This position requires a deep understanding of disability rights and inclusive practices, as well as strong analytical and communication skills to effectively convey findings and recommendations.

Duties and Responsibilities:
  • Conduct a thorough review of existing laws, policies, and regulations related to disability-inclusive service delivery in Zambia.
  • Engage with key stakeholders, including government officials, NGOs, and community organizations, to gather data and insights on the current state of service delivery for individuals with disabilities.
  • Analyze the capacity of service providers to deliver inclusive services, identifying strengths and weaknesses in current practices.
  • Develop a comprehensive mapping report that outlines the regulatory framework, identifies gaps, and provides recommendations for enhancing service delivery.
  • Present findings to relevant stakeholders and facilitate discussions on potential improvements and reforms.
  • Ensure that the mapping process is inclusive and considers the perspectives of individuals with disabilities.
  • Adhere to the timeline and deliverables as outlined in the proposal, ensuring timely submission of the final report.

Required Qualifications:
  • A strong background in disability rights, social policy, or a related field.
  • Proven experience in conducting regulatory assessments or capacity evaluations, particularly in the context of service delivery for marginalized groups.
  • Excellent analytical skills with the ability to synthesize complex information into clear and actionable recommendations.
  • Strong interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the Zambian context and the challenges faced by individuals with disabilities is highly desirable.

Educational Background:
A minimum of a Master's degree in social sciences, public policy, law, or a related field is required. Additional certifications or training in disability rights or inclusive development will be an advantage.

Experience:
At least 5 years of relevant experience in conducting assessments, evaluations, or research related to disability-inclusive service delivery or social policy. Experience working with international organizations or NGOs in a similar capacity is preferred.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in Zambia would be an asset, as it would facilitate better engagement with local stakeholders and communities.

Additional Notes:
The assignment is expected to last for a period of 40 days. This position is classified as an individual contractor role, and the consultant will be expected to work independently while adhering to the guidelines and expectations set by UNDP. The consultant will be compensated based on the deliverables outlined in the proposal, and all offers must be submitted directly through the UNDP supplier portal by the specified deadline.
