Job Overview:
The Procurement Coordinator (KFW Project) plays a crucial role in managing all procurement-related activities for the KFW project within the Sudan Country Office (CO). This position is responsible for ensuring effective and timely implementation of procurement processes, adhering to NRC's policies and donor regulations. The coordinator will oversee the preparation and management of procurement files, ensuring transparency and accountability in all procurement activities. The role requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to ensure that goods, works, and services are delivered efficiently and in accordance with best value principles. The Procurement Coordinator will also be responsible for reporting procurement activities and maintaining organized documentation to support compliance and operational effectiveness.

Duties and Responsibilities:
The Procurement Coordinator will have a comprehensive set of duties and responsibilities, including but not limited to: overseeing the drafting and completion of all procurement files and packages for the KFW project, ensuring compliance with donor requirements; creating detailed Invitation to Bid (ITB) documents and associated materials; submitting procurement documents for donor review and securing necessary approvals; leading the response process to donor feedback; coordinating meetings related to procurement processes, including pre-tender meetings and bid evaluations; maintaining organized records of procurement files; managing the Procurement Plan (PP) and monitoring progress against project timelines; preparing status reports for management; ensuring adherence to Standard Operating Procedures (SOPs) and NRC Logistics Handbook; conducting regular training sessions for staff on procurement rules; and liaising with the compliance department to enhance service quality.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience in procurement, preferably within international non-governmental organizations (INGOs), the United Nations (UN), or with German donors. They should demonstrate strong problem-solving skills, cultural sensitivity, and the ability to work effectively in diverse teams. A personal commitment to delivering high-quality results in a timely manner is essential, along with a strategic perspective and ownership of procurement-related challenges. Proficiency in English and Arabic, both written and verbal, is mandatory. Candidates should also exhibit flexibility in adapting to changing priorities and the ability to multi-task effectively.

Educational Background:
A Bachelor's degree in Procurement, Logistics, Supply Chain Management, Business Administration, or a related field is required. A Master's degree in a relevant discipline is considered an advantage, providing candidates with a deeper understanding of procurement processes and management principles.

Experience:
The position requires candidates to have substantial experience in procurement, with a focus on working in complex environments and managing donor-funded projects. Experience in capacity building through coaching and mentoring staff is also highly valued, as is familiarity with project cycle financial management and donor reporting.

Languages:
Fluency in English and Arabic is mandatory for this position, as effective communication in both languages is crucial for coordinating with stakeholders and ensuring compliance with procurement processes. Additional language skills may be considered an asset but are not required.
