Job Overview: The position of Consultant Senior is focused on enhancing the education management information system (EMIS) in Chad, specifically through the Ministry of National Education and Civic Promotion (MENPC). The consultant will be responsible for two main components: conducting advanced training on Geographic Information Systems (GIS) using QGIS and KoboToolbox, and designing and developing a decision-making dashboard integrated with StatEduc. The overarching goal is to improve the planning and management of educational resources through effective data visualization and analysis. The consultant will work closely with MENPC officials to ensure that the training and tools developed are tailored to the local context and needs, thereby enhancing the capacity of local teams to manage educational data effectively.
Duties and Responsibilities: The consultant will have a comprehensive set of responsibilities, including:
Designing and facilitating advanced training sessions on QGIS and KoboToolbox for MENPC staff, focusing on practical applications of GIS in education management.
Developing educational materials and guides that are contextually relevant to the participants.
Conducting hands-on exercises and case studies to reinforce learning outcomes.
Evaluating the effectiveness of the training and making necessary adjustments based on participant feedback.
Preparing a detailed report at the end of the training session summarizing the outcomes and recommendations.
Collaborating with MENPC to define technical specifications for the decision-making dashboard, ensuring it meets the needs of various stakeholders at different levels of the education system.
Developing the dashboard application, integrating key educational indicators and ensuring user-friendly interfaces for different levels of users.
Conducting final tests and training sessions for administrators and key users to ensure smooth implementation and maintenance of the dashboard.
Providing ongoing support and documentation to facilitate the use of the dashboard and GIS tools in the MENPC's operations.
Required Qualifications: Candidates must possess a Master's degree or higher in Geomatics, GIS, Geography, Computer Science, or a related field. Additional certifications in GIS, particularly in QGIS, will be considered an asset. The consultant should have a minimum of 10 years of professional experience, demonstrating a strong background in using and training others on GIS software, particularly QGIS. Experience in facilitating workshops and capacity-building initiatives is essential, along with a proven track record of implementing GIS solutions in the public sector, ideally within the education sector. Familiarity with the Sub-Saharan African context, particularly Chad, is highly desirable.
