Job Overview: The Finance Officer will play a crucial role in coordinating the financial operations of the STRengthening Infectious Disease DEtection Systems (STRIDES) project funded by the U.S. Department of State in Jordan. This position involves providing comprehensive financial monitoring, support, and guidance to ensure the successful implementation of the project. The Finance Officer will be responsible for conducting detailed analyses of financial data, preparing budget analyses for project funds, and ensuring compliance with donor requirements. The role requires a proactive approach to financial management, where the officer will provide high-level analytical expertise, implement effective business strategies, and develop strong relationships with stakeholders. The Finance Officer will work closely under the guidance of the Associate Director of Finance and Operations and the Country Project Director, contributing to the overall financial success of the project.
Duties and Responsibilities: The Finance Officer's duties include preparing and analyzing budgets, forecasts, and regulatory filings, as well as compiling moderately complex financial data. The officer will interpret and evaluate financial data to ensure compliance with applicable state and federal statutes, utilizing Generally Accepted Accounting Procedures (GAAP). Developing and maintaining effective working relationships with the country team and relevant stakeholders is essential. The officer will also interpret discrepancies in financial data and apply updated information technology to facilitate program goals. Responsibilities include using financial systems to produce reports and databases, undertaking general administrative tasks, delivering presentations on project financial status, and interacting with industry representatives to resolve issues. The Finance Officer will document complex issues, articulate written conclusions, and perform other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a thorough knowledge of financial management, investment capital, risk analysis, debt management, and legal compliance relevant to the industry. Proficiency in Generally Accepted Accounting Principles and Internal Control Fundamentals is required, along with advanced skills in spreadsheet software. The ability to communicate effectively with colleagues and professionals is essential, as are excellent oral and written communication skills. Strong quantitative and analytical skills, critical thinking, and problem-solving abilities are necessary for this role. The Finance Officer must be capable of analyzing and interpreting financial data, identifying and resolving errors, and preparing comprehensive reports. The ability to motivate and work collaboratively with others is also important.
Educational Background: A Bachelor's Degree in finance, business administration, or an equivalent international qualification is required for this position. This educational background provides the foundational knowledge necessary for effective financial management and operational oversight.
Experience: Candidates should have 5 to 8 years of progressively responsible experience in accounting, finance, administrative, and operational management, particularly within a government contracting environment. Familiarity with U.S. Government grants, contracting, and auditing standards is essential for effective management of multi-year funds. Experience in non-governmental organizations (NGOs), government, or the private sector is preferred, as it provides valuable insights into the complexities of financial operations in these contexts.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak the language proficiently. Fluency in Arabic is also required, as it is essential for effective communication within the local context and with stakeholders in Jordan.
