Job Overview:
The Senior Data Analyst and Statistician Officer position is a critical role within NORCAP, specifically supporting UNESCO Amman and the Ministry of Education in Jordan. The primary focus of this role is to enhance the capacity of the Ministry of Education in education statistics, data analysis, and evidence-based planning. The officer will spend approximately 70% of their time working directly with the Ministry and 30% at UNESCO Amman, ensuring that the data-driven decision-making processes are aligned with international standards and best practices. This position is vital for strengthening national systems and improving educational outcomes, particularly for marginalized groups, including refugees. The officer will be responsible for delivering tailored training and mentoring to MoE staff, producing high-quality analytical products, and ensuring compliance with global reporting requirements, including the Sustainable Development Goals (SDGs).

Duties and Responsibilities:
The Senior Data Analyst and Statistician Officer will have a comprehensive set of responsibilities, including:
  • Strengthening the capacity of MoE staff at various levels in education statistics and data analysis.
  • Delivering tailored training, mentoring, and on-the-job coaching on education statistics and analytical reporting.
  • Supporting the production of high-quality analytical products such as dashboards, statistical tables, and summary reports.
  • Coordinating with the Queen Rania Centre to automate indicator calculations and contribute to standardized reporting.
  • Advising MoE units on priority information products and structuring plans for regular monitoring outputs.
  • Ensuring alignment with global reporting requirements, including SDG 4 and Greening Education benchmarks.
  • Acting as the primary technical liaison with the UNESCO Institute for Statistics.
  • Representing UNESCO in relevant UN data committees and providing technical inputs to national reviews.
  • Documenting progress and challenges through regular reporting and contributing to meetings with the UNESCO Education Section and Steering Committee.

Required Qualifications:
Candidates for this position must possess an advanced university degree in education statistics, measurement, data analysis, or a related field. Additionally, significant experience in education statistics and analysis at the national or sub-national level is required, preferably within government or ministry settings. The ideal candidate should demonstrate a strong ability to deliver capacity development and technical mentoring on data systems and analytical reporting. Proficiency in statistical and data visualization software such as Power BI, Tableau, STATA, SPSS, or R, along with advanced MS Office skills, is essential. Excellent interpersonal skills and the ability to collaborate effectively across institutions and multicultural environments are also crucial for success in this role.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as education statistics, measurement, or data analysis. This advanced degree is essential for understanding complex data systems and methodologies necessary for effective analysis and reporting in the education sector.

Experience:
Candidates should have significant experience in education statistics and analysis, ideally within governmental or ministry contexts. This experience should include a proven track record of delivering capacity development and technical mentoring, as well as familiarity with data systems and analytical reporting frameworks. The role requires a deep understanding of education statistics and the ability to work collaboratively with various stakeholders.

Languages:
Knowledge of spoken and written Arabic is a strong asset for this position, as it will facilitate communication and collaboration with local partners. While proficiency in English is mandatory, additional language skills may be beneficial in enhancing the officer's effectiveness in a multicultural environment.

This position requires relocation to Amman, Jordan for non-resident applicants, while residents of Jordan will be appointed on a NORCAP national contract. It is an unaccompanied posting with a length of assignment until December 202
