Job Overview:
The Consultant for EMIS Application Development will play a crucial role in the development and maintenance of the Education Management Information System (EMIS), which is vital for managing the complete education business processes from student registration to graduation. This position requires the consultant to build and update the EMIS system, specifically focusing on the Premises Module and the Blended Learning Module. The consultant will be expected to provide daily support, analyze system requirements, conduct bug fixes, and ensure the security" style="border-bottom: 1px dotted #007bff !important;">security of the system through regular updates and patches. The role also involves preparing technical documents and user manuals, as well as delivering monthly progress reports. This position is essential for maintaining operational efficiency and ensuring that the EMIS is regularly updated to meet the needs of the agency.

Duties and Responsibilities:
The Consultant will be responsible for a variety of tasks, including but not limited to:
  • Building and updating the EMIS system using ASP.NET, including new functionality for the Premises Module and enhancements as assigned.
  • Developing the Blended Learning Module to support modern educational practices.
  • Providing daily support and analyzing system requirements to ensure the EMIS meets the needs of users.
  • Conducting bug fixes and quality assurance to maintain system integrity and performance.
  • Reviewing code and ensuring security testing of new and updated pages to protect sensitive data.
  • Preparing technical documents and user manuals to assist users in navigating the system.
  • Delivering a monthly progress report that includes a backlog tracker to monitor ongoing tasks and improvements.

Required Qualifications:
Candidates must possess a university degree from an accredited educational institution in computer science, information technology, electrical/computer engineering, or a related discipline. Additionally, candidates should have a minimum of 5 years of progressively responsible experience in Azure cloud infrastructure, with a strong knowledge of Kubernetes. Hands-on experience with Microsoft Azure and Azure Kubernetes Service (AKS) is essential, along with experience in DevOps practices. Familiarity with networking concepts and observability tools is also required. Candidates should demonstrate excellent problem-solving skills and the ability to work collaboratively in a team environment.

Educational Background:
The educational background required for this position includes a university degree in computer science, information technology, electrical/computer engineering, or a related field. This educational foundation is critical for understanding the technical aspects of the EMIS application and for effectively contributing to its development and maintenance.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in relevant fields, particularly in Azure cloud infrastructure and Kubernetes. Candidates should have hands-on experience with Microsoft Azure and Azure Kubernetes Service (AKS), as well as familiarity with DevOps practices. This level of experience is necessary to ensure that the consultant can effectively manage and enhance the EMIS system, addressing any technical challenges that may arise.

Languages:
Fluency in both Arabic and English is required for this position, as these are the working languages of UNRWA. Candidates must demonstrate an excellent command of spoken and written English, as well as proficiency in Arabic, to effectively communicate with diverse stakeholders and contribute to the agency's mission.

Additional Notes:
The consultancy is based in UNRWA Headquarters in Amman, Jordan, with a contract duration of up to 12 months. The possibility of extension is subject to the availability of funds, continuing need, and satisfactory performance. The selected candidate will receive a monthly remuneration equivalent to A13 Step 1, amounting to JOD 913.76 for each fully completed month. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process, ensuring a fair and transparent hiring process.
