Job Overview:
The Movement Operations Supervisor will play a crucial role in overseeing all movement operations activities in Ireland. This position requires the successful candidate to work under the overall supervision of the Chief of Mission in Ireland and the direct supervision of the Head of the Movement Management Unit. The role involves collaborating with Operations Assistants and relevant units at Headquarters and Administrative Centres. The supervisor will be responsible for implementing and monitoring project activities, ensuring that all operations align with IOM's mission and standards. The candidate will also be tasked with compiling and analyzing data related to specific project topics, monitoring budgets, and ensuring the availability of funds for project implementation. This position demands strong administrative coordination skills, as the supervisor will liaise extensively with various organizational units and external parties to facilitate project activities. The role also includes drafting reports, correspondence, and other documentation related to project issues, as well as responding to complex information requests and inquiries. The Movement Operations Supervisor will assist in coordinating activities with local authorities, partners, and other stakeholders, ensuring compliance with project objectives and standards. Additionally, the candidate will provide guidance and training to new or junior staff members, contributing to a collaborative and effective team environment.

Duties and Responsibilities:
  • Assist in the implementation and monitoring of project activities to ensure alignment with IOM's objectives.
  • Retrieve, compile, summarize, analyze, and present information/data on specific project topics to inform decision-making.
  • Monitor project budgets, verify the availability of funds, and obtain necessary approvals while updating budget-related information.
  • Act as the focal point for administrative coordination of project implementation, liaising with diverse organizational units and external parties to initiate requests and process administrative actions.
  • Draft status reports identifying shortfalls in delivery, bringing them to the supervisor's attention and suggesting remedial actions.
  • Prepare and update reports, briefing notes, graphics, statistical tables, presentations, and other forms of documentation related to project issues.
  • Respond to complex information requests and inquiries, maintaining organized files and records.
  • Organize meetings, workshops, and training sessions to facilitate project implementation.
  • Participate in meetings and conferences, assisting in coordinating activities with local authorities, partners, UN agencies, NGOs, donors, and other stakeholders. 1
  • Monitor the work of implementing partners and report any non-compliances to the supervisor. 1
  • Provide guidance and training to new or junior staff members. 1
  • Perform other related duties as assigned by the supervisor.

Required Qualifications:
  • High School diploma with five years of relevant experience; or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with three years of relevant professional experience.
  • Experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs.
  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups.
  • Prior work experience with international humanitarian organizations, NGOs, or government institutions in a multicultural setting is an advantage.
  • Advanced communication skills and strong computer skills, including proficiency in Word, Excel, and Internet applications.
  • Good administrative, reporting, and organizational skills are essential for this role.

Educational Background:
Candidates must possess either a High School diploma with five years of relevant experience or a Bachelor’s degree in a related field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law from an accredited academic institution. Accredited Universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized and quality education relevant to the position.

Experience:
The ideal candidate should have a minimum of three years of relevant professional experience if holding a Bachelor’s degree, or five years if holding a High School diploma. Experience should include liaising with governmental authorities, national and international institutions, UN agencies, and NGOs. Candidates should also have experience working with vulnerable populations, including migrants and refugees, and prior work experience with international humanitarian organizations is considered an advantage. The candidate should demonstrate a strong ability to work in a multicultural environment and possess advanced communication skills.

Languages:
Fluency in English, both oral and written, is required for this position. Any other IOM official language, such as French or Spanish, is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements necessary for effective communication in the role.

Additional Notes:
This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Ireland will be eligible for consideration. Any offer made to the candidate is contingent upon funding confirmation. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Candidates must also be certified as medically fit for appointment, and their residency, visa, and authorizations will be verified by the concerned government where applicable.
