The organization operates through various Movement Operations departments coordinated under the division of Resettlement and Movement Management (RMM) in the Department of Operations and Emergencies (DOE) at IOM’s Geneva Headquarters, responsible for all aspects of travel for migrants and refugees under IOM’s auspices, in accordance with various framework agreements with resettlement and receiving governments and partners across its programs.

Job Overview:
The Operations Supervisor will be responsible for supervising all movement operations activities in Ireland. This role involves providing basic AVRR (Assisted Voluntary Return and Reintegration) counselling services to potential beneficiaries in Ireland, coordinating reintegration assistance with IOM missions in the countries of origin, and maintaining good working relations with embassies and consulates to facilitate the issuance of travel documents and visas. The successful candidate will also contribute to drafting promotional materials on return and reintegration activities, support the administrative coordination of the AVRR program, and assist in implementing comprehensive reintegration plans tailored to individual beneficiaries. This position requires collaboration with various stakeholders, including social services, reception centers, and governmental counterparts, to promote AVRR and provide necessary information to potential beneficiaries.

Duties and Responsibilities:
  • Provide basic AVRR counselling services to potential beneficiaries in Ireland regarding voluntary return and available reintegration opportunities in their countries of return.
  • Assist in providing pre-departure reintegration counselling to eligible beneficiaries and coordinate reintegration assistance with IOM missions in the countries of origin.
  • Deliver information sessions on AVRR to stakeholders likely to interact with potential beneficiaries, including social services, reception centers, hospitals, and governmental counterparts.
  • Maintain and promote good working relations with embassies and consulates to collect information and facilitate the issuance of travel documents and/or visas.
  • Contribute to the drafting of promotional/information materials on return and reintegration activities.
  • Support the administrative coordination of the AVRR program implementation, including providing information about existing medical and social services in the country of return.
  • Assist in implementing individually tailored comprehensive reintegration plans for AVRR beneficiaries, including micro-business, medical, vocational training, accommodation, and job counselling.
  • Assist the Movement Operations Team in responding to general information requests and inquiries.
  • Ensure proper filing and maintenance of program-related records according to established standards. 1
  • Perform other duties as assigned.

Required Qualifications:
  • High school diploma with at least four years of relevant experience; or a Bachelor’s degree in Social Sciences, Development Studies, Migration Studies, Human Rights, Law, Medicine, or related fields from an accredited academic institution, with at least two years of relevant professional experience.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations.
  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups.
  • Prior work experience in social work/counselling with international humanitarian organizations or government institutions in a multi-cultural setting is a distinct advantage.
  • Experience in job counseling and facilitation of employment is desirable.

Educational Background:
Candidates must possess either a high school diploma with a minimum of four years of relevant experience or a Bachelor’s degree in a relevant field such as Social Sciences, Development Studies, Migration Studies, Human Rights, Law, or Medicine from an accredited institution. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of two years of relevant professional experience for candidates with a Bachelor’s degree, or four years for those with a high school diploma. Experience should include liaising with governmental authorities and working with vulnerable groups, particularly migrants and refugees. Prior experience in social work or counseling within international humanitarian organizations is highly valued, as is experience in job counseling and employment facilitation.

Languages:
Fluency in English (oral and written) is required. Proficiency in IOM’s official languages, which include French and Spanish, will be evaluated during the selection process, potentially through written and/or oral assessments.

Any offer made to the candidate is subject to funding confirmation. This selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
