Job Overview: The position of Natural Resources/Finance Expert is critical within the Panel of Experts established by the Security Council resolution 2206 (2015) concerning South Sudan. The expert will be responsible for monitoring sanctions measures and investigating alleged violations related to the financing of arms transfers and the illicit exploitation of natural resources. This role requires a deep understanding of the political and economic landscape of South Sudan, as well as the ability to conduct thorough investigations and produce high-quality reports. The expert will work closely with the Security Council Committee and will be expected to contribute to the preparation of recommendations for improved implementation of sanctions, based on findings from investigations and country visits. The position is home-based with travel expected, and the duration of the assignment is 12 months.
Duties and Responsibilities: The duties and responsibilities of the Natural Resources/Finance Expert include:
Monitoring sanctions measures and investigating alleged violations as mandated by Security Council resolutions related to South Sudan.
Conducting investigations into the financing of arms transfers and the engagement of armed groups in destabilizing activities through the illicit trade of natural resources.
Investigating the misappropriation of public resources that threaten peace and stability in South Sudan.
Participating in investigations of alleged sanctions violations and contributing to the reporting process through investigative reports and briefings to the Security Council.
Compiling information on individuals and entities involved in sanctions violations.
Preparing and delivering presentations on the sanctions regime and the Panel's activities.
Monitoring media and social media for relevant issues.
Identifying areas for capacity strengthening among States to enhance sanctions implementation.
Ensuring that reports adhere to high standards of evidence and methodology. 1
Providing due process to Member States and individuals during investigations. 1
Contributing to the preparation of the Panel's work program and travel schedule. 1
Participating in investigative missions and consultations to gather information from various stakeholders. 1
Drafting correspondence and assessing information obtained during investigations. 1
Classifying and archiving materials related to investigations. 1
Submitting an End of Assignment Report at the conclusion of the mandate.
Required Qualifications: The required qualifications for the position include:
An advanced university degree (Master's degree or equivalent) in finance, economics, business, accountancy, political science, international relations, law, journalism, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
A minimum of ten years of progressively responsible experience in relevant areas, including at least three years of field experience.
Significant field experience in post-conflict or transitional situations.
Strong field research or investigative experience in the area of expertise.
Experience in writing high-quality reports.
Proven interpersonal skills in complex political environments.
A demonstrated understanding of sanctions regimes in a UN or regional organization context is highly desirable.
Experience working under UN rules and regulations is also highly desirable.
Educational Background: Candidates must possess an advanced university degree (Master's degree or equivalent) in relevant fields such as finance, economics, business, accountancy, political science, international relations, law, or journalism. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: Candidates are required to have a minimum of ten years of progressively responsible experience in relevant areas, which must include at least three years of field experience. This experience should encompass significant fieldwork in post-conflict or transitional situations, demonstrating the ability to conduct thorough investigations and produce high-quality reports.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official UN language, such as French, is considered an advantage and may enhance a candidate's application.
