Job Overview: The Chief Training Officer will play a pivotal role in overseeing and enhancing the training programs related to peacekeeping operations within the United Nations. This position requires a strategic leader who can coordinate and harmonize training efforts across various missions and the Secretariat. The Chief Training Officer will lead a diverse team of training experts, ensuring that training needs are accurately assessed and addressed. Duties and Responsibilities: The Chief Training Officer will be responsible for a comprehensive range of duties, including:
Supporting the Chief of ITS in coordinating peacekeeping training across the Secretariat and missions.
Leading a team of civilian, military, and police training experts in conducting training needs assessments and developing training programs.
Overseeing the management of training needs identification, development, delivery, and evaluation for all peacekeeping training.
Coordinating the preparation and review of annual training plans by missions and ITS.
Developing and monitoring the implementation of peacekeeping training policies and standards.
Providing policy advice on strategy development and management of training implementation.
Developing partnerships with member states and training institutions to enhance training outreach.
Managing the budget and funding for peacekeeping training, including guidance for budget preparation.
Supporting fundraising efforts for extra-budgetary support for training activities. 1
Planning and managing the work of the assigned team, ensuring timely execution of work programs. 1
Representing ITS and DPO-DOS at relevant departmental and inter-agency meetings. 1
Deputizing for the Chief of ITS as necessary and undertaking special assignments as requested.
Required Qualifications: Candidates must possess a strong background in human resources management and training, with a minimum of ten years of progressively responsible experience in these fields, preferably within the United Nations system. A minimum of three years of direct experience in training development and delivery is required, along with at least one year of experience in a peacekeeping or special political mission. Candidates should demonstrate experience in developing training standards and guidance, as well as working with diverse teams of civilian and uniformed personnel. Proven skills in managing human and financial resources are essential, along with the ability to conduct independent research and analysis.
Educational Background: An advanced university degree (Master’s or equivalent) in human resources management, public or business administration, or related fields is required. Alternatively, a first-level degree (Bachelor’s degree or equivalent) combined with extensive experience in training development and program/project management may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: The position requires a minimum of ten years of progressively responsible experience in human resource management and training, with a strong preference for candidates who have experience within the United Nations Common system. Candidates should have at least three years of direct experience in training development and delivery, and at least one year of experience in a peacekeeping or special political mission. Experience in developing training standards and guidance is also required, along with the ability to work effectively with a mixed team of civilian and uniformed personnel.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level III in reading, writing, listening, and speaking. French is desirable, with a recommended proficiency level of UN Level II in all language skills. Candidates should refer to the UN Language Framework for specific language requirements.
