Job Overview: The Associate Data and Information Governance Officer (Policies and Forums) position is a full-time role based at the EIB's headquarters in Luxembourg. This role is integral to the Group Information Systems Directorate, specifically within the Digital Transformation & Innovation Department. The officer will be responsible for designing and maintaining data and information governance policies and frameworks across various domains, including metadata management, data quality, and information classification. The position requires regular office presence and offers relocation support for candidates moving to Luxembourg. The officer will work closely with the Head of the Unit and senior officers to ensure that the EIB Group adheres to best banking principles and maintains high-quality data and information assets for corporate decision-making and digitalization efforts.
Duties and Responsibilities: The duties and responsibilities of the Associate Data and Information Governance Officer include identifying and implementing opportunities for developing EIB Group data and information policies, principles, and processes. The officer will provide guidance to stakeholders on the applicability of governance policies, particularly in areas such as data glossary, data architecture, and reporting. Collaboration with other units is essential to ensure a clear understanding of policies and their implementation in ongoing projects. The officer will also facilitate knowledge exchange among peers and prepare regular reports for the Information Governance Steering Committees. Training and guidance on governance frameworks will be provided to various actors, and the officer will contribute to the continuous improvement of the corporate data and reporting governance strategy. Participation in special initiatives beyond the strict boundaries of the domain is also expected.
Required Qualifications: Candidates must possess a university degree equivalent to a Bachelor’s degree, preferably in information technology, information management, business, or finance. A minimum of three years of relevant experience is required, including at least one year in data governance or data management activities, ideally within the financial services sector. Candidates should have a very good knowledge of information management related to regulatory frameworks and a solid understanding of data governance best practices, policies, and control frameworks. Familiarity with banking standards such as BCBS 239 and experience with metrics gathering and reporting are also essential. Knowledge of project management principles and experience implementing information management standards (ISO 15489) would be advantageous.
Educational Background: The educational background required for this position includes a university degree, with a preference for fields related to information technology, information management, business, or finance. This foundational knowledge is crucial for understanding the complexities of data governance and information management within the banking sector.
Experience: The position requires a minimum of three years of relevant professional experience, with at least one year specifically focused on data governance or data management activities. Experience in the financial services sector and in an international context is highly desirable, as it provides the necessary background to navigate the complexities of data governance in a global environment.
Languages: Proficiency in English is mandatory, and a good command of French is also required, as both languages are official working languages of the EIB. Knowledge of other EU languages would be considered an advantage, enhancing the candidate's ability to communicate effectively in a multicultural environment. Proficiency is defined as achieving level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
