Job Overview: The Regional Issues Expert will play a crucial role in monitoring and investigating sanctions measures related to South Sudan, as mandated by the Security Council. Duties and Responsibilities: The duties and responsibilities of the Regional Issues Expert include:
Monitoring sanctions measures and investigating alleged violations as per Security Council resolutions.
Conducting investigations into actions that may exacerbate conflict or hinder peace processes in South Sudan.
Participating in the preparation of reports and recommendations for the Security Council based on investigations and country visits.
Compiling information on individuals and entities involved in sanctions violations.
Analyzing arms supply and related military assistance to South Sudan, focusing on illicit trafficking networks.
Delivering briefings and presentations on the sanctions regime and the Panel's activities.
Providing analysis of political developments relevant to the Panel's mandate.
Monitoring media for issues pertinent to the Panel's work.
Identifying areas for capacity strengthening in states to enhance sanctions implementation. 1
Ensuring due process for entities and individuals during investigations. 1
Preparing a program of work for the Panel, including travel schedules. 1
Drafting correspondence and collating information from various sources. 1
Classifying and archiving materials obtained during investigations. 1
Submitting an End of Assignment Report at the conclusion of the mandate.
Required Qualifications: The position requires an advanced university degree (Master's or equivalent) in military science, political science, international relations, law, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Candidates must have a minimum of ten years of progressively responsible experience in relevant areas, including at least three years of field experience. Strong field research and investigative skills are essential, along with experience in writing high-quality reports. Proven interpersonal skills in complex political environments are required, as well as a demonstrated understanding of sanctions regimes in various contexts. Experience working under UN regulations and methods is highly desirable.
Educational Background: Candidates must possess an advanced university degree (Master's degree or equivalent) in a relevant field such as military science, political science, international relations, law, or journalism. A first-level university degree may be accepted if accompanied by additional qualifying experience. This educational background is critical for understanding the complexities of sanctions and international relations.

Additional Notes: This position is home-based with expected travel, and the initial duration of the contract is 12 months.
