Job Overview: The position of Consultant is focused on supporting the implementation of the STEPAN Action Plan 2026-2030 and assisting the Southeast Asian Biosphere Reserves Network (SeaBRNet) in aligning its activities with the Hangzhou Action Plan 2025-203
The consultant will play a crucial role in operationalizing the preliminary frameworks established for the STEPAN Regional Mapping Project and the SeaBRNet Assessment Survey. This role requires managing data collection, conducting analyses, and providing technical contributions to enhance the strategic planning and capacity development of these networks. The consultant will work under the authority of the Director of the UNESCO Regional Office in Jakarta and will be supervised by the Programme Specialist of Science Policy and Basic Science.
Duties and Responsibilities: The consultant will undertake a variety of assignments, including but not limited to:
Supporting the STEPAN Regional Mapping Project by consolidating a dashboard with national Science, Technology, and Innovation (STI) Governance System datasets, coordinating data collection with national focal points, providing technical support for training workshops, and analyzing data to identify gaps and best practices.
Assisting with the SeaBRNet Survey by finalizing and deploying the Network Assessment Survey, facilitating dissemination, ensuring participation, performing data clearing, and conducting comprehensive analyses of survey results. The consultant will also be responsible for developing reports and presentation materials that summarize findings and provide actionable recommendations.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in Public Policy, Science Policy, Environmental Science, or related fields. Additionally, a minimum of 2 years of relevant professional experience in international or regional organizations is required. Proven experience in coordinating with national authorities and stakeholders in the Asia-Pacific region, as well as expertise in data management, analysis, and visualization, is essential for this role.
Educational Background: The educational background required for this position includes an advanced university degree, such as a Master's degree or its equivalent, in fields related to Public Policy, Science Policy, Environmental Science, or other relevant disciplines. This educational foundation is critical for understanding the complexities of science policy and governance in the context of regional and international frameworks.
Experience: The position requires a minimum of 2 years of relevant professional experience, particularly in international or regional organizations. Candidates should have demonstrated experience in coordinating with national authorities and stakeholders, especially within the Asia-Pacific region. Experience in data management, data analysis, and data visualization is also crucial for fulfilling the responsibilities of this consultancy.
Languages: Excellent written and spoken English skills are mandatory for this position. Proficiency in additional languages may be considered an asset, but English is the primary language of communication and documentation for this role.
Additional Notes: The consultancy is expected to last for a total of 45 working days over a three-month contract period. The position is classified as Level 1 - Junior, and it is open to external candidates.
