Job Overview:

The expert will be expected to engage with various stakeholders, including government authorities, civil society, and international organizations, to fulfill the mandate effectively.

Duties and Responsibilities:
The Humanitarian Affairs Expert will have a wide range of responsibilities, including but not limited to: monitoring sanctions measures and investigating alleged violations; conducting field investigations into human rights abuses; preparing detailed reports and recommendations based on findings; compiling information on individuals and entities involved in sanctions violations; delivering presentations on the sanctions regime; and assisting in identifying areas for capacity building among states. The expert will also be responsible for drafting correspondence, classifying and archiving investigation materials, and submitting an End of Assignment Report at the conclusion of their mandate. The role requires adherence to UN regulations and policies, particularly regarding safety and security during official travel.

Required Qualifications:
Candidates must possess an advanced university degree in international law, political science, international relations, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of ten years of progressively responsible experience in relevant areas is required, including at least three years of field experience. Strong field research and investigative skills, along with experience in writing high-quality reports, are essential. Proven interpersonal skills in complex political environments are also necessary, as is a demonstrated understanding of sanctions regimes.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in a relevant field such as international law, political science, or international relations. Candidates with a first-level university degree may be considered if they have additional qualifying experience. This educational foundation is crucial for understanding the complexities of international humanitarian law and the political dynamics involved in sanctions enforcement.

Experience:
The position requires a significant level of experience, specifically a minimum of ten years in progressively responsible roles related to humanitarian affairs, international law, or political science. Candidates must have at least three years of field experience, particularly in post-conflict or transitional situations. Strong investigative experience and the ability to conduct thorough research are critical, as is the capacity to produce high-quality written reports that adhere to UN standards.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official UN language, such as French, is considered an advantage and may enhance a candidate's application.
