Job Overview: The National Biodiversity Finance Policy Consultant will play a crucial role in supporting the development and implementation of biodiversity finance policies in Tajikistan. This position is designed for an individual contractor who will work closely with the UNDP and other stakeholders to assess the current biodiversity financing landscape, identify gaps, and propose innovative financing solutions. The consultant is expected to engage with various stakeholders, including government agencies, NGOs, and the private sector, to ensure a comprehensive approach to biodiversity financing. The assignment will span 130 days from March 2026 to January 2027, during which the consultant will be responsible for delivering high-quality outputs that align with UNDP's strategic objectives in biodiversity conservation and sustainable development.
Duties and Responsibilities: The consultant will be responsible for the following duties and responsibilities:
Conduct a thorough analysis of the current biodiversity financing mechanisms in Tajikistan, including public and private funding sources.
Identify key stakeholders involved in biodiversity financing and engage them in discussions to gather insights and recommendations.
Develop a comprehensive report outlining the findings of the analysis, including strengths, weaknesses, opportunities, and threats related to biodiversity financing.
Propose actionable recommendations for enhancing biodiversity finance in the country, including innovative financing mechanisms and policy reforms.
Facilitate workshops and meetings with stakeholders to present findings and gather feedback.
Collaborate with UNDP and other partners to ensure alignment with national and international biodiversity goals.
Prepare and submit progress reports and final deliverables in accordance with the project timeline.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
Advanced degree in environmental science, economics, finance, or a related field.
Proven experience in biodiversity finance, environmental policy, or sustainable development.
Strong analytical skills and the ability to synthesize complex information into actionable recommendations.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Familiarity with the UNDP's mission and objectives, particularly in relation to biodiversity and sustainable development.
Educational Background: Candidates must have an advanced degree (Master's or equivalent) in a relevant field such as environmental science, economics, finance, or public policy. A PhD in a related discipline would be an advantage, as it demonstrates a higher level of expertise and research capability in the field of biodiversity finance and policy.
Experience: The position requires a minimum of 5 years of relevant professional experience in biodiversity finance, environmental policy, or sustainable development. Candidates should have a track record of successfully managing projects or initiatives related to biodiversity financing, demonstrating their ability to deliver results in complex environments. Experience working with international organizations, government agencies, and civil society organizations is highly desirable.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in English. Proficiency in Tajik or Russian is considered an asset, as it will facilitate engagement with local stakeholders and enhance the effectiveness of the consultant's work.
