Job Overview: The Supply Chain Officer will be responsible for overseeing supply chain activities within the Country Office (CO) under the supervision of the Chief of Mission and the Chief of Resources Management Unit. This role involves strategic planning for supply chain activities, conducting logistics capacity assessments, and market research to inform decision-making. The officer will manage procurement, warehouse management, transport, distribution, and logistics information management, ensuring that quality goods and services are delivered to beneficiaries in a timely manner. The position requires collaboration with various stakeholders, both internal and external, to optimize supply chain processes and address bottlenecks. The officer will also be responsible for preparing reports, managing vendor relationships, and ensuring compliance with procurement rules and regulations.
Duties and Responsibilities:
Oversee and manage supply chain activities including planning, procurement, warehouse management, transport, and distribution.
Conduct strategic planning for supply chain activities in collaboration with stakeholders.
Perform logistics capacity assessments and market research to inform decision-making.
Supervise and provide guidance for supply chain management tasks, including budgeting and scheduling.
Prepare regular progress reports and statistical information as required.
Identify supply chain bottlenecks and optimize processes to ensure timely delivery of goods and services.
Review procurement requests, evaluate vendor performance, and maintain a pool of qualified vendors.
Solicit bids and oversee the bidding process, ensuring compliance with procurement regulations.
Establish internal control mechanisms for supply chain management to safeguard organizational assets. 1
Monitor maintenance of office facilities and establish maintenance agreements with service providers. 1
Train and guide SCM staff, promoting their professional development. 1
Represent the CO in UN inter-agency meetings related to supply chain management. 1
Perform other duties as assigned.
Required Qualifications:
Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field with five years of relevant professional experience; or a University degree in the same fields with seven years of relevant professional experience.
Demonstrated experience in training and managing large teams, as well as managing vendors and suppliers.
Extensive knowledge of IOM/UN procurement and financial rules, and familiarity with IOM's systems and processes.
Excellent computer literacy and knowledge of SAP is an advantage.
Educational Background: Candidates must possess either a Master’s degree in a relevant field such as Business Administration, Supply Chain Management, Logistics, or Procurement from an accredited institution, or a University degree in the same fields with additional years of relevant professional experience. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform effectively in the role.
Experience: Candidates should have a minimum of five years of relevant professional experience if they hold a Master’s degree, or seven years if they have a University degree. This experience should include managing procurement and logistics operations, as well as training and managing teams. The ability to demonstrate a successful track record in these areas is crucial for the role.
Languages: Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage and will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is internationally recruited, and candidates are required to be mobile. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
