Job Overview:
As a Project Officer (Energy) at ADB, you will play a crucial role in contributing to energy sector operations primarily in Indonesia, while also supporting initiatives in other countries. Your responsibilities will include supporting loan and Technical Assistance (TA) processing and administration, managing portfolios, and engaging in sector work and general activities related to energy. You will be strategically assigned to the Indonesia Resident Mission (IRM) within the Southeast Asia Department (SERD) and will report to the Director of the Energy Sector Division. Your role will involve participating in project processing and administration, reviewing project appraisal documents, and collaborating with government stakeholders. You will also monitor project progress, prepare performance reports, and manage procurement processes, ensuring compliance with ADB guidelines. Your contributions will be vital in facilitating successful project implementation and addressing challenges in collaboration with various stakeholders.

Duties and Responsibilities:
Your duties as a Project Officer (Energy) will encompass a wide range of responsibilities, including: participating in project processing and administration as a project team member; reviewing project appraisal documents; preparing and organizing mission schedules; engaging with government agencies, development partners, and private sector partners; monitoring the progress of assigned projects and preparing performance reports; managing the procurement process; advising government ministries and sector entities on ADB guidelines; conducting analyses to support project design and implementation; preparing Project Completion Reports and TA Completion Reports; supporting policy dialogues with government; maintaining cooperation with other development partners; contributing to sector work through research and outreach programs; representing ADB in meetings and workshops; mentoring junior staff; and performing other responsibilities as assigned in your workplan.

Required Qualifications:
To qualify for this position, you will need a Bachelor's degree in engineering, finance, economics, or a related field, preferably with advanced training. You should have at least 8 years of relevant professional experience in project management and implementation within the energy sector. Familiarity with different stages of the project cycle, including project planning, feasibility analysis, detailed design, project implementation, and contract management, is desirable. A sound understanding of government administrative procedures and the regulatory environment of the energy sector is essential. Additionally, you should possess good knowledge of private sector operations in energy infrastructure, including public-private partnerships and financial structuring of investment projects. Experience in mentoring junior staff and liaising with government officials is also required.

Educational Background:
The educational background required for this position includes a Bachelor's degree in engineering, finance, economics, or a related field. Advanced training in these areas is preferred, as it will enhance your ability to perform the responsibilities associated with the role effectively.

Experience:
The position requires at least 8 years of relevant professional experience in project management and implementation, specifically within the energy sector. You should have experience in various stages of the project cycle, including project planning, feasibility analysis, detailed design, project implementation, and contract management. Additionally, two years of relevant experience outside ADB within the past five years is mandatory, and experience as an ADB-engaged consultant or contractor is considered as experience outside of ADB.

Languages:
