Job Overview:
The Project Coordinator for the ICLA (Information, Counselling, and Legal Assistance) program is responsible for implementing the delegated project portfolio activities. This role involves managing and overseeing the ICLA projects, ensuring adherence to NRC policies and donor requirements, and maintaining high technical quality in project execution. The coordinator will work closely with the Project Manager and Area Manager, providing regular progress reports and ensuring that the projects effectively target beneficiaries in need of protection. The position also requires collaboration with local authorities and stakeholders, promoting the rights of internally displaced persons (IDPs) and returnees, and contributing to the development of strategies and proposals for the ICLA program.

Duties and Responsibilities:
The Project Coordinator will have a range of responsibilities including:
  • Line management of ICLA project field staff, ensuring adherence to NRC policies and procedures.
  • Contributing to the development of ICLA strategies and project proposals, providing input on needs and gaps.
  • Managing and implementing the delegated portfolio of ICLA projects, including activities, budget management, and project documentation.
  • Providing regular progress reports to the Project Manager and ensuring that projects target beneficiaries most in need of protection.
  • Promoting and sharing ideas for improvement in project activities.
  • Ensuring capacity building of project staff and transferring key skills.
  • Liaising and collaborating with relevant local authorities and key stakeholders.
  • Mobilizing and coordinating the humanitarian response to risks of eviction and forced evictions.
  • Developing and delivering capacity building trainings for humanitarian partners and local authorities. 1
  • Analyzing HLP (Housing, Land, and Property) documents and promoting synergies between NRC’s ICLA and shelter programming.

Required Qualifications:
Candidates must possess a strong understanding of ICLA project implementation in a humanitarian context, with previous experience in complex and volatile environments. They should have documented results related to the responsibilities of the position and knowledge of their own leadership skills. Fluency in English, both written and verbal, is essential. Knowledge of the ICLA context in South Sudan is critical, and knowledge of Arabic is considered an advantage. Candidates should also demonstrate the ability to handle insecure environments, manage resources effectively, and empower team members.

Educational Background:
A relevant educational background is required for this position, typically including a degree in law, social sciences, or a related field. Additional training or certifications in project management, humanitarian assistance, or legal assistance may be beneficial.

Experience:
The position requires significant experience in project implementation, particularly within ICLA or similar humanitarian programs. Candidates should have a proven track record of working in challenging environments and managing teams effectively. Experience in capacity building and training delivery is also important, as well as familiarity with the legal frameworks relevant to housing, land, and property rights.

Languages:
Fluency in English is mandatory for this position. Knowledge of Arabic is advantageous and may enhance communication with local stakeholders and communities.

Additional Notes:
The position is based in Juba, Central Equatoria State, with travel required to Aweil and other locations as necessary. The role involves full-time commitment and may include working in insecure environments. The contract duration and specific compensation details will be discussed during the interview process.
