Job Overview: The consultant will provide technical advisory services to the InvestASEAN website and the AI investor mapping tool. This role involves setting up and managing cloud infrastructure, integrating necessary AI services, deploying the web platform using WordPress and plugins, and delivering comprehensive technical documentation along with a handover guide for the ESCAP and AGIC teams. The consultant will work under the guidance of the Economic Affairs Officer in the Innovation, Enterprise and Investment Section of the Trade, Investment and Innovation Division. The position requires a proactive approach to implementing technical upgrades to the InvestASEAN website, developing a dedicated ASEAN Investment Forum page, and conducting training sessions for the ASEAN Secretariat and ESCAP teams on utilizing the upgraded tools effectively. The consultant will also be responsible for ensuring the stability and security" style="border-bottom: 1px dotted #007bff !important;">security of the website's backend components and coordinating closely with relevant stakeholders throughout the implementation process.
Duties and Responsibilities: The consultant's responsibilities include:
Implementing targeted technical upgrades to the InvestASEAN website, enhancing content structure, and adding additional tabs and functions.
Developing and deploying a dedicated ASEAN Investment Forum (AIF) page on the InvestASEAN website, including an archive structure for past editions of AIF.
Conducting training sessions (up to 3 hours) for the ASEAN Secretariat and ESCAP team on website usage, either in person or online.
Designing and integrating an investor signals and news feature within the AI investor mapping tool, including tagging, filtering, and admin management functions.
Adding an additional sector for smart grid manufacturing to the AI investor tool.
Conducting a 1.5-day training for ASEAN IPAs on utilizing the upgraded tool, either in person or online.
Configuring and maintaining backend components of the InvestASEAN website, ensuring stable and secure deployment.
Providing technical documentation and handover guidance for the website and tool.
Coordinating closely with ESCAP and the ASEAN Secretariat, particularly with the Services and Investment Division (SID) throughout the implementation process.
Required Qualifications: The position requires the following qualifications:
A minimum of 5 years of experience in web and software development, system integration, UX/UI design, or related fields.
At least 2 years of experience in AI development, data science, or machine learning, preferably for business or web applications.
Proven experience in coordinating software development tasks, including wireframing, usability, accessibility, quality assurance, and system architecture.
Experience in project management and technical documentation, with the ability to define scope, manage timelines, and deliver clear documentation.
Previous experience as a UN consultant or contractor, delivering software-related outputs.
Educational Background: Candidates must possess a university degree in computer science, software engineering, information technology, AI, or a related field. Alternatively, candidates may qualify with a minimum of 5 additional years of relevant professional experience in lieu of a degree. This educational background is essential to ensure that the consultant has the necessary technical knowledge and skills to perform the required tasks effectively.
Experience: The consultant is expected to have a minimum of 5 years of experience in web and software development, system integration, UX/UI design, or related fields. Additionally, at least 2 years of experience in AI development, data science, or machine learning is required, preferably in the context of business or web applications. This level of experience is crucial for the consultant to effectively manage the technical aspects of the project and deliver high-quality outputs.
Languages: Excellent communication skills in English are mandatory for this position. The ability to articulate technical concepts clearly and effectively to diverse stakeholders is essential for the success of the consultancy. Proficiency in additional languages may be considered an asset but is not explicitly required.
Additional Notes: The expected duration of the contract is from 25 February to 25 November 2026, totaling approximately 9 months. The consultant will be required to deliver outputs in a digital format and provide on-site services as necessary. Performance indicators for evaluating outputs include demonstrated expertise, timely delivery of outputs, and adherence to project objectives and donor expectations.
