Job Overview:
The PSEA Consultant will provide technical support for the implementation of the PSEA Annual Workplan for 2026/202
  • This role involves working under the IASC Minimum Operating Standards on PSEA and aligning with global standards. The consultant will focus on managing Implementing Partners, ensuring compliance with PSEA standards, and developing capacity-building plans for UNICEF staff. The consultant will also coordinate with the PSEA Unit at MCO, which includes international and national consultants familiar with the Myanmar context. The consultant's work will include promoting accountability, harmonizing PSEA implementation, and ensuring effective reporting mechanisms are in place for PSEA in UNICEF-supported areas. The consultant will also support inter-agency PSEA networks and integrate PSEA into funding proposals, maintaining strong relationships with donors and aligning efforts with humanitarian structures.

Duties and Responsibilities:
The consultant's duties include producing monthly PSEA monitoring reports, coaching national consultants on PSEA standards, and developing a capacity development plan for medium and high-risk Implementing Partners. The consultant will ensure that safe, accessible, child-sensitive reporting mechanisms are established, promote trust and incident reporting among partners and communities, and champion a victim-centered approach. The consultant will also be responsible for managing and coordinating MCO's adherence to internal reporting requirements, supporting the inter-agency PSEA Network, and representing MCO in various forums. Deliverables include reports on capacity development plans, risk mitigation measures, updated SOPs for reporting SEA allegations, and contextualized emergency preparedness plans, among others.

Required Qualifications:
Candidates must possess an advanced university degree (Master's) in fields such as international development, human rights, gender, psychology, sociology, law" style="border-bottom: 1px dotted #007bff !important;">international law, or other relevant areas. A minimum of 8 years of relevant professional experience in child protection, gender-based violence, or safeguarding policy development is required. Candidates should have international PSEA experience in humanitarian contexts, excellent analytical writing and communication skills, and full computer literacy. Experience in developing guidance, tools, frameworks, or strategies on PSEA and working with inter-agency coordination mechanisms is essential. Knowledge of the Myanmar context is considered an asset.

Educational Background:
An advanced university degree (Master's) in relevant fields such as international development, human rights, gender, psychology, sociology, international law, or other related disciplines is required for this position.

Experience:
Candidates should have a minimum of 8 years of relevant professional experience, particularly in child protection, gender-based violence, or safeguarding policy development. International experience in PSEA within humanitarian contexts is essential, along with demonstrated experience in developing guidance and tools related to PSEA.

Languages:
Fluency in English, both written and spoken, is mandatory. Additional language skills may be beneficial but are not specified as requirements.
