Job Overview:
The Programme Assistant (Cash-Based Transfer-CBT) will be stationed in the WFP Palestine Gaza Office, where they will engage in specialized and standardized policy and program-related processes to facilitate the effective delivery of assistance packages in Gaza. This role involves supporting operational planning, delivery, and field-level assurance of WFP's Cash-Based Transfer activities, ensuring close coordination with other field teams and technical focal points in the Palestine Country Office. The Programme Assistant will focus on enhancing operational quality and ensuring that the assistance provided meets the needs of the vulnerable populations in Gaza, particularly in light of the ongoing humanitarian crisis exacerbated by recent violence. The position requires a proactive approach to problem-solving and collaboration with various stakeholders to ensure the smooth execution of programs.

Duties and Responsibilities:
The Programme Assistant (CBT) will be responsible for performing specialized and standardized processes within the technical area of work, ensuring alignment with broader program policies and guidelines. Key responsibilities include providing project management and general office support, compiling and analyzing data to prepare reports on food assistance needs and program performance, and maintaining accurate records of operational information. The role also involves facilitating communication and collaboration with local partners, NGOs, and government institutions, acting as a point of contact for operational queries, and coordinating with internal teams and external stakeholders to achieve programmatic objectives. The Programme Assistant will support compliance with established CBT strategies and assist in implementing corporate standards, with a focus on program quality and impact. Additionally, the role requires supporting efforts to strengthen protection, gender, and monitoring aspects within program interventions.

Required Qualifications:
Candidates must possess a secondary school education, with a post-secondary certificate in relevant fields such as economics, business, public administration, finance, project management, engineering, social sciences, or development studies. The position requires five or more years of progressively responsible work experience in program implementation, with familiarity in Cash-Based Transfer processes being a strong advantage. Candidates should demonstrate excellent data management and analytical skills, stakeholder management experience, and proficiency in office software such as Microsoft Word and Excel. Strong communication skills and the ability to work independently with minimal supervision are essential.

Educational Background:
The educational requirement for this position includes the completion of secondary school education, along with a post-secondary certificate in a relevant field. This could include areas such as economics, business administration, public administration, finance, project management, engineering, social sciences, or development studies. The emphasis is on having a solid foundation in areas that support program implementation and management.

Experience:
The ideal candidate should have at least five years of progressively responsible experience in program implementation, particularly in contexts similar to those faced by WFP in Gaza. Experience with Cash-Based Transfer processes and protocols is highly desirable, as is familiarity with data analysis and reporting. Candidates should have a proven track record of managing relationships with stakeholders and demonstrating analytical and negotiation skills in a professional setting.

Languages:
Fluency in both English and Arabic is mandatory for this position, with a proficiency level of C in both languages. This is essential for effective communication within the diverse environment of WFP and for engaging with local partners and beneficiaries. Additional language skills may be considered an asset but are not required.

Additional Notes:
This position is offered as a Service Contract at Level 5, with a duration of 12 months, which is renewable based on performance and organizational needs. The role is full-time and based in Gaza.
